Memorandum
Attached for your review and action is a resolution to award a contract with Nagle Paving Company in the amount of $69,696.00 to resurface the parking lot at Olson Park, per bid #4007.
 
The Olson Park Master Plan was approved by the Parks Advisory Commission and City Council in 2001.  Development of Olson Park was completed between 2001 and 2003. Park improvements included the installation of soccer fields, walking paths, mountain bicycle trails, a restroom facility, a play area, picnic shelter, dock, and landscaping.  An off-leash dog area was added in 2007.  Remaining improvements at Olson Park include completing the asphalt paving of the existing parking lot, and landscaping.  Final surfacing of the parking lot was postponed while work on the play areas and soccer fields was completed.  Now that other work in the park is substantially complete, the parking lot can receive its final asphalt surfacing.
 
Funding for the project is included in the approved FY 09 Park Rehabilitation and Development Millage Budget.
 
Bid documents were advertised on MITN and sent to qualified contractors.  Fourteen companies submitted bids for the project as follows:

The resolution includes a recommended construction contingency of $6,969.60 (10%) to cover potential contract change orders to be approved by the City Administrator.  It is requested that a $76,665.60 total construction budget be established for the life of the project without regard to fiscal year.
 
Nagle Paving Company meets the living wage and prevailing wage requirements and received Human Rights approval on April 27, 2009.

Whereas, Olson Park was identified in the 2000-2005 Park and Recreation Open Space Plan to receive a parking lot to serve the soccer fields and picnic shelter, mountain bicycling and other park users;
 
Whereas, Improvements at Olson Park are in the approved in the FY09 Park Rehabilitation and Development Millage budget; and
 
Whereas, Nagle Paving Company was selected as the lowest responsible bidder, received Human Rights approval on April 27, 2009 and complies with the living wage and prevailing wage requirements;
 
RESOLVED, That City Council approve a construction contract, per bid #4007, with Nagle Paving Company for $69,696.00 and approve a construction contingency of $6,969.60 (10%) to cover potential change orders for a total project budget of $76,665.60 to pave the parking lot at Olson Park for the life of the project without regard to fiscal year;
 
RESOLVED, That the City Administrator is authorized to take all necessary administrative actions to implement this resolution including the authority to approve change orders within the approved contingency; and
 
RESOLVED, That the Mayor and City Clerk are authorized and directed to execute the contract after approval as to substance by the City Administrator and approval as to form by the City Attorney.
