Resolution to Approve the Installation of Traffic Calming Devices on Jewett Avenue
Memorandum
Attached for your approval is a resolution for the installation of traffic calming devices on Jewett Avenue (Packard to S. Industrial).  The construction is expected to take place in the 2009 construction season by the City's contractor for the 2009 Annual Local Street Resurfacing project, and to be paid for from the approved FY 2010 Project Management Local Street, Traffic Calming Budget.
 
The residents of Jewett Avenue have been surveyed and support the attached proposed traffic calming plan for their neighborhood.  The Jewett Avenue traffic calming project began with the residents' petition received on April 15, 2008.  After the initial evaluation and completion of the required speed study, the traffic calming public meetings were scheduled using the established process.  All meetings were held on site and included walking the study street.  Jewett Avenue's meetings were held on September 17 and October 15, 2008.
 
The adopted program allowed us to send a questionnaire to each address in the project area to determine their concerns, location of those concerns, and preferred traffic calming devices, among other information.  This information proved useful in allowing us to attend the first meeting with a draft plan based on feedback from the residents.  We walked the project limits and discussed the draft plan, making adjustments to be reviewed at the second meeting.  At the second meeting, we shared the revised draft plan, had the devices painted on the street for visual review, and walked the project limits and discussed the revised draft plan, allowing for modification as necessary.
 
The draft plan from the second meeting was mailed to the residents in the project area.  Each household was surveyed if they support the plan as shown, or allowed to indicate device-by-device which portions of the plan they supported.  The project passed the first criteria requiring 60% of the homeowners to respond, regardless of how they decide; as well as passed the second criteria requiring that 60% of all the responses received from both homeowners and non-homeowners support the plan.  The results are as follows:

The project passed the survey stage.  The traffic calming plan for Jewett Avenue includes one (1) raised intersection and four (4) speed humps as shown on the attached final consensus plan. The construction of the traffic calming devices is planned for the 2009 construction season.

RESOLVED, That City Council approve the installation of the traffic calming devices on Jewett Avenue; and
 
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
