Resolution to Accept and Appropriate Additional Federal Grant Funds and Approve Amendments #1-4 of the Sub-Contract with the Regents of the University of Michigan for the Ann Arbor Test Environment Project ($75,010.00) (8 Votes Required)
Memorandum
This resolution recommends the approval of Amendments #1-4 of the sub-contract with the University of Michigan for the Ann Arbor Test Environment Project and acceptance of the additional federal grant funds under the agreement for the City of Ann Arbor’s work in support of the project.
The $3.0 million project was originally awarded to the University of Michigan Transportation Research Institute (UMTRI) from the US Department of Transportation (USDOT) under USDOT Contract NO. DTF-H61-15-H-00005 as a continuation of the Safety Model Deployment Projects previously awarded to the University of Michigan and the City of Ann Arbor participated as a partner in the project. Previous City participation in both efforts was approved by City Council via #R-13-127 and #R-15-313. The University of Michigan is requesting the continued support of the City of Ann Arbor in the research and testing environment developed under the Safety Model Deployment Project requiring amendments to the original agreement and additional appropriation of funding.
The continued support includes the maintenance of the existing equipment, performing any necessary troubleshooting and remediation of issues identified, network support, and enhancing the system as requested to support additional research efforts. The University of Michigan under the terms and conditions of the agreement will reimburse the costs associated for this work. In order to continue the project, the City’s continued support is essential.
Budget/Fiscal Impact: The original budget established via #R-15-313 was $79, 252.00. The additional support requires an increase of $75,010.00; thereby increasing the total budget to $154,262.00. All costs associated with the project are reimbursed; therefore, there are no identified budget/fiscal impacts.
The safety pilot model deployment installed by UMTRI is an important part of USDOT’s Intelligent Transportation Systems safety research program. It involves a large scale test of “Connected Vehicle” technologies in a real world, multimodal setting that UMTRI has established in Ann Arbor. Each participating vehicle was equipped with a mix of integrated, retrofit, and aftermarket Vehicle-to-Vehicle (V2V) and Vehicle-to-Infrastructure (V2I) based safety systems. UMTRI’s program enabled wireless communications among the participating vehicles and between those vehicles and roadside equipment, which in turn generates data. The program determines the effectiveness of connected vehicle safety applications at reducing crashes, and shows how drivers respond to test technologies while operating vehicles. The data collected will be used to enable development of safety applications in vehicles and from traffic controls. Passenger cars, commercial trucks, transit buses, and City vehicles are included in the program

Whereas, UMTRI was awarded a $3.0 million contract from the U.S. Department of Transportation (USDOT) to maintain, operate, and sustain the Ann Arbor Test Environment that was previously established under the safety model deployment of Vehicle-to-Vehicle (V2V) and Vehicle-to-Infrastructure (V2I) safety application in Ann Arbor, MI and has issued a sub-Contract to the City of Ann Arbor for $79,252.00 in support of the project;
Whereas, The City determined that acceptance of the sub-contract supported the economic development efforts of the city and reinforces Ann Arbor as a community with advanced research for transportation; and
Whereas, The University has requested continued support of the research and testing environment with a total project budget of $154,262.00;
RESOLVED, That City council accept and appropriate additional funding in the amount of $75,010.00 to the Major Street Fund for amendments #1-4 of the sub-contract support of the University of Michigan’s US Department of Transportation Safety Grant; and
RESOLVED, That the Mayor and city Clerk be authorized and directed to execute said contract and any extension thereof upon approval as to form by the City Attorney, and upon approval as to substance by the City Administrator.
