Resolution to Approve the Purchase and Replacement of Carbon from Carbon Activated Corporation for Odor Control Units at the Wastewater Treatment Plant ($82,000.00)

Memorandum

Your approval is requested to authorize the purchase and replacement of carbon from Carbon Activated Corporation for the three odor control units at the City’s Wastewater Treatment Plant (WWTP) at a cost of $82,000.00.

 

The WWTP has three Bay Products (now Enduro Composites) Hawk Radial Flow Odor Control Units that treat foul air in the Solids Handling Building (SHB). The air quality permit issued to the WWTP by the Michigan Department of Environmental Quality (MDEQ) requires that these units be operated and maintained according to the manufacturer’s specifications. The existing carbon is over three years old and has nearly expended its capacity to remove odors. Consequently, it needs to be replaced to ensure effective treatment of odors in the SHB and ongoing compliance with the terms of the MDEQ air quality permit.

 

WWTP and Procurement Office staffs developed ITB-4549 for the removal and replacement of carbon in the SHB odor control units. The work required under this bid includes the removal and proper off-site disposal of the existing carbon and replacement with carbon supplied by the bidder. Each unit contains approximately 345 cubic feet of high capacity carbon and approximately 33,000 pounds will need to be supplied. Bidders were required to supply all labor and equipment necessary to complete the work.

 

The following suppliers submitted bids in response to ITB-4549:

                     Pure Air Filtration                                                               $101,430.00

                     W.S.I. Industrial Services, Inc.                     $102,000.00

                     Nichem Co.                                                                                    $111,310.00

 

Staff reviewed these bids and recommends that Carbon Activated Corporation as the lowest responsible bidder to complete the work specified in ITB-4549.  In addition, the internal components of the carbon units cannot be inspected until empty of carbon. WWTP staff is requesting a $10,000.00 contingency in the event that any repairs are needed after the inspection of the units before the addition of the new carbon.

 

Carbon Activated Corp. received Non-Discrimination Compliance approval and Living Wage Compliance on September 7, 2018.

 

Funds to finance this purchase are included in the approved FY19 WWTP Operation and Maintenance Budget for the Sewage Disposal System.

Whereas, WWTP staff recommends Activated Carbon Corporation as the lowest responsible bidder to perform the work described in ITB-4549 at a cost of $82,000.00;

 

Whereas, WWTP staff is requesting a contingency of $10,000.00 to fund repairs of any other unforeseeable issues with the internal components of the odor control units that cannot be identified until the existing carbon is removed;

 

Whereas, Activated Carbon Corporation complies with the requirements of the City’s Non-Discrimination and Living Wage Ordinances; and

 

Whereas, Sufficient funds for this work are available in the approved FY19 WWTP Operation and Maintenance Budget for the Sewage Disposal System;

 

Resolved, That Council approve a general services contract with Activated Carbon Corporation for the carbon removal and replacement project in accordance with the terms of ITB-4549 in the amount of $82,000.00;

 

RESOLVED, That Council approve a contingency of $10,000.00 to fund change orders to be approved by the City Administrator

 

Resolved, That the Mayor and City Clerk be authorized to sign the agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney; and

 

Resolved, That the City Administrator be authorized to take all necessary actions to implement this resolution.
