Resolution to Approve Professional Services Agreements with Fiber Optic Management LLC d/b/a Turnkey Network Solutions and Vantage Point Solutions, Inc., for Fiber Optic Network Design and Planning Services (RFP 18-03), and to Approve Appropriation of Funds ($105,000.00) (8 Votes Required)

Memorandum

Attached is a resolution authorizing contracts with Fiber Optic Management LLC dba Turnkey Network Solutions (Turnkey) and Vantage Point Solutions for the term of 5 years from October 1, 2018 to June 30, 2023, subject to the availability of funding each year.  The resolution also approves the appropriation of funds the City will receive under the Fiber and Conduit Use Agreement with Merit Network, Inc., that City Council approved on August 9, 2018 (R-18-309), so they can be used to fund design and construction services for the City Fiber Optic Network. RFP 18-03 was issued for Fiber Optic Network Design and Planning Services for future build out of the City Fiber Optic Network (A2 I-NET). Based on their qualifications, experience, work plans, and fee proposals, Fiber Optic Management LLC dba Turnkey Network Solutions and Vantage Point Solutions were selected from five proposals to provide these services.  Design and planning services are required before construction for new A2 I-NET segments that will be requested by third parties and by the City, including relocations of existing segments form aerial to underground. The costs for segments requested by a third party will be reimbursed to the City by that third party.

 

Fiscal/Budget Impact:  Design and planning services will be performed on a per-hour basis.  The total amount to be paid for these contracted services is estimated to be $78,750.00 in FY 2019, and $112,000.00 annually in FY 2020-2023.  Funding for these expenses is included in the FY 2019 Information Technology Services Budget, and is planned to be included in the FY 2020-2023 Information Technology Services Budgets.

 

In addition to the planned $78,750.00, a budget amendment and appropriation of $105,000.00 is requested for A2 I-NET design and construction planning services with funding from the one-time fee to be received from Merit Network, Inc., under the Fiber and Conduit Use Agreement approved by City Council on August 9, 2018 (R-18-309).  The appropriation is to be made once the funds are received from Merit Network, Inc.

Whereas, Design and planning services will be needed during the next five years for future build out of City Fiber Optic Network (A2 I-NET) segments requested both by third parties and by the City;

 

Whereas, The City issued RFP 18-03 for design and planning services for future A2 I-NET fiber network segments;

 

Whereas, The City selected Fiber Optic Management LLC dba Turnkey Network Solutions and Vantage Point Solutions, Inc., out of five proposals to perform design and planning services for the A2 I-NET;

 

Whereas, The total amount to be paid for these contracted services is estimated to be $78,750.00 in FY 2019, and $112,000.00 annually in FY 2020-2023; and

 

Whereas, A budget appropriation of the $105,000.00 fee to be received from Merit Network, Inc., under the Fiber and Conduit Use Agreement approved by City Council on August 9, 2018 (R-18-309), is requested to provide funding for A2 I-NET design and construction services;

 

RESOLVED, That the City Council approve the professional services agreements with Fiber Optic Management LLC d/b/a Turnkey Network Solutions and Vantage Point Solutions, Inc., for Fiber Optic Network Design and Planning Services from October 1, 2018 to June 30, 2023, subject to the availability of funding each year in FY 2020-2023;

 

RESOLVED, That City Council amend the FY2019 IT expenditure budget to increase and appropriate $105,000.00 from the FY 2019 One-time I-NET Fiber Fee funding, to be made once the $105,000.00 is received from Merit Network, Inc.;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the professional services agreement with Fiber Optic Management LLC d/b/a Turnkey Network Solutions after approval as to substance by the City Administrator and approval as to form by the City Attorney;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the professional services agreement with Vantage Point Solutions, Inc., after approval as to substance by the City Administrator and approval as to form by the City Attorney; and

 

RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this Resolution.
