Memorandum
Attached is a resolution authorizing contracts with Fiber Optic Management LLC dba Turnkey Network Solutions (Turnkey) and Vantage Point Solutions for the term of 5 years from October 1, 2018 to June 30, 2023, subject to the availability of funding each year. The resolution also approves the appropriation of funds the City will receive under the Fiber and Conduit Use Agreement with Merit Network, Inc., that City Council approved on August 9, 2018 (R-18-309), so they can be used to fund design and construction services for the City Fiber Optic Network. RFP 18-03 was issued for Fiber Optic Network Design and Planning Services for future build out of the City Fiber Optic Network (A2 I-NET). Based on their qualifications, experience, work plans, and fee proposals, Fiber Optic Management LLC dba Turnkey Network Solutions and Vantage Point Solutions were selected from five proposals to provide these services. Design and planning services are required before construction for new A2 I-NET segments that will be requested by third parties and by the City, including relocations of existing segments form aerial to underground. The costs for segments requested by a third party will be reimbursed to the City by that third party.

Fiscal/Budget Impact: Design and planning services will be performed on a per-hour basis. The total amount to be paid for these contracted services is estimated to be $78,750.00 in FY 2019, and $112,000.00 annually in FY 2020-2023. Funding for these expenses is included in the FY 2019 Information Technology Services Budget, and is planned to be included in the FY 2020-2023 Information Technology Services Budgets.
