Memorandum
The attached resolution authorizes the summary publication of Ordinance No. ORD-09-18, an Ordinance to Repeal Chapter 109, Liquor, of Title IX of the Code of the City of Ann Arbor in its Entirety and Add a New Chapter 109, Liquor, Title IX of said Code.

The new Code Chapter provides procedural guidance to new applicants and existing license holders on liquor licensing as well as continuing enforcement standards for businesses operating in the City and the general public.

The provisions of the new Chapter 109 include: new sections related to Council’s authority, updated definitions section for both clarity and quick reference, revised provision to comply with current statutory requirements, including changes in the law related to consumption of alcoholic liquor on school property, fraudulent identification, and additional penalties allowed under Michigan law for violation of local ordinances, a new section outlining City administrative policies and procedures related to applications for new licenses, including standards for review and fees, a new o instituting an annual renewal process, including standards for revocation, an appeal process and fees; revised transfer of Location and Ownership provisions amended to include grounds for denial.

The City Charter contains provisions to allow summary publications of ordinances that are in excess of 500 words in length. The purpose of this resolution is to lessen the City’s cost resulting from the required publication of the revisions to the City Code.
