Resolution to Authorize a Sole-Source Purchase Order to Carrier & Gable, Inc. for Traffic Signal Materials and Supplies ($627,000.00)

Memorandum

Please find attached for your consideration a resolution that authorizes a sole-source purchase order to Carrier & Gable, Inc., of Farmington Hills, Michigan, for traffic signal materials and supplies.  We are requesting $627,000.00 related to the following projects, as well as normal maintenance supplies:

1.                     Thompson and William traffic signal rebuild ($65,000.00) 

2.                      Maintenance operations including wear-out and crash damage, and  support  

 of other City projects ($342,000.00)

3.                      RRFB installations in conjunction with other City projects-locations are to be  

 determined  ($88,000.00)

4.                      20 traffic monitoring cameras ($132,000.00)

 

Budget/Fiscal Impact:  Approximately, $397,000.00 of the needed funds will be funded from the approved Major Street Fund operating budget.  Another $230,000.00 will come from the appropriate capital project budget.  For crash-related damage, the City will seek payment from those responsible.

Carrier & Gable, Inc. is the sole distributor in Michigan and Indiana for the Eagle Signal Company. All of the City’s signalized intersections utilize equipment manufactured by Eagle. The advantages of sole-source supply include reduced inventory requirements, as well as the need to train technicians in the repair of only one type of product.

 

Carrier and Gable, Inc. is in compliance with the requirements of the City’s Non-Discrimination and Living Wage ordinances.

Whereas, The City needs to purchase $627,000.00 worth of traffic signal materials and supplies ($627,000.00);

 

Whereas, Carrier and Gable, Inc. of Farmington Hills, Michigan is the sole supplier of the Eagle traffic components used in maintaining City of Ann Arbor traffic signals;

Whereas, Carrier and Gable, Inc., of Farmington Hills, Michigan is in compliance with the requirements of the City’s Non-Discrimination and Living Wage ordinances; and

 

Whereas, sufficient funds have been budgeted in the FY2018 Major Street Fund operating budget and appropriate approved capital budgets.

 

RESOLVED, City Council approve a sole-source purchase order to Carrier and Gable, Inc. in the amount of $627,000.00 for traffic signal materials and supplies; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
