Memorandum
The attached resolution is requesting approval to close various streets and provide other services to accommodate the annual Dexter-Ann Arbor running Races sponsored by the Ann Arbor Track Club on Sunday, May 31, 2009.  The races involve more than 6,000 participants and volunteers.
 
The Runs will require closing of the following streets and service parking lots on May 31, 2009:
 
•      N. Main Street from Miller/Catherine to Huron Street from 6:00 A.M. to 1:00 P.M.
•      N. Main Street from Kingsley Street to Miller from 7:00 A.M. to Noon
•      Southbound lanes of N. Main Street from Kingsley to Huron River Drive from 7:00 A.M. to Noon (one northbound lane will be converted to southbound travel, vehicles will be permitted to exit driveways when clear)
•      The surface parking lot at Ann Street and N. Main Street from 4:00 P.M. on Saturday May 30 until 2:00 P.M. on Sunday, May 31, 2009
•      Ann Street from N. Ashley Street to N. Fourth Ave. from 6:00 A.M. to 1:00 P.M.
•      Huron River Dr. from 7:45 A.M. to 11:30 A.M.
•      Newport Road from Sunset to Bird Road from 8:45 A.M. to 9:15 A.M.
•      Bird Road from 9:00 A.M. to 9:25 A.M.
•      From 7:45 A.M. to Noon on May 31, 2009:
o      Catherine Street from N. Main Street to N. Fourth Avenue
o      Miller Avenue from N. Ashley Street to N. Main Street
o      Beakes Street from N. Main Street to N. Fourth Avenue
o      Felch Street from N. Ashley Street to N. Main Street
o      Summit Street from Wildt Street to N. Fourth Avenue
o      Huron View
 
As in previous years, the event will serve registered runners refreshments at the end of the race.  The Club will use the Ann Street at N. Main Street surface parking lot for this purpose.
 
The sponsor agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City regulations governing the use of the streets, and will reimburse the City for all event expenses.
 
The sponsor will mail written notice to all affected businesses, religious institutions and area residents not less than 14 days prior to the event.
 
This event has been coordinated with all relevant City service areas for the purposes of traffic control and for the protection of the health and safety of the participants and the general public.

Whereas, The Ann Arbor Track Club has requested that the annual Dexter-Ann Arbor Runs be held on Sunday, May 31, 2009 and use closed streets and a surface parking lot to facilitate the race, the race finish area and post-race events;
 
Whereas, It has been requested that the Ann Arbor Track Club:
 
•      Obtain a State permit for closing southbound lanes of N. Main Street from 7:00 A.M. to Noon on May 31, 2009;
 
Whereas, It has been requested that the following services be provided by the City:
 
1)      Closing of the following streets:
 
•      N. Main Street from Miller/Catherine to Huron Street from 6:00 A.M. to 1:00 P.M.
•      N. Main Street from Kingsley Street to Miller from 7:00 A.M. to Noon

2)      Provide 400 directional cones to be picked up by Friday May 29, 2009, placed by the Ann Arbor Track Club along N. Main Street on the morning of the event and picked up from the road by the City along N. Main Street following the races at 1:00 P.M. on May 31, 2009.
 
3)      Clean N. Main Street on Friday, May 29, 2009 from Huron River Drive to Huron Street and patch potholes as needed.
 
4)      Provide the following solid waste services:
o      Place two Solid Waste dumpsters in the lot at N. Main Street and Ann Street on Saturday evening after 6:00 P.M., May 30, 2009.
o      Empty the Republic Parking dumpster near the parking structure.
o      Place one  additional Solid Waste dumpster at Ann Street and N. Main Street at 12:15 PM on Saturday, May 30, 2009.
o      Provide and place 80 refuse containers (cardboard type) with a plastic liner bag including a spare bag in each container, on both sides of N. Main Street from Catherine Street to Huron Street on Saturday evening May 30, 2009 after 6:00 P.M.
o      Remove the dumpsters and street containers by 2:00 P.M., Sunday, May 31, 2009, after the race activities conclude;
 
Whereas, The Ann Arbor Track Club will file all necessary street closure and banner permits and will comply with all liability insurance and other requirements (including maintaining fire lanes);
 
Whereas, The Ann Arbor Track Club has agreed to pay the actual event costs for the Police supervision, Solid Waste services, Project Management services, and DDA services; and
 
Whereas, The sponsor will mail written notice to all affected businesses, religious institutions and area residents not less than 14 days prior to the event;
 
Whereas, Comerica, Med Sport, Nu Step, Blue Care, Whole Foods, and others, support the event;
 
RESOLVED, That Mayor and Council authorize the following for the 2009 Dexter Ann-Arbor Run:
 
1)      All of the street closures and other provisions outlined in this resolution, with the closing of the following streets and surface parking lot:
 
•      N. Main Street from Miller/Catherine to Huron Street from 6:00 A.M. to 1:00 P.M.
•      N. Main Street from Kingsley Street to Miller from 7:00 A.M. to Noon
•      Southbound lanes of N. Main Street from Kingsley to Huron River Drive from 7:00 A.M. to Noon (one northbound lane will be converted to southbound travel, vehicles will be permitted to exit driveways when clear)
•      The surface parking lot at Ann Street and N. Main Street from 4:00 P.M. on Saturday May 30 until 2:00 PM on Sunday May 31
•      Ann Street from N. Ashley Street to N. Fourth Ave. from 6:00 A.M. to 1:00 P.M.

RESOLVED, that the Ann Arbor Track Club must:
 
1)      Reimburse the City expenses incurred for all requested City services;
 
2)      Comply with all City permit requirements and State permits, including provision of liability insurance; and
 
3)      Mail written notice to all affected businesses, religious institutions and area residents not less than 14 days prior to the event.
