Memorandum
Attached is a resolution authorizing acceptance of the award to the City of a 2007 award for Michigan Citizen Corps program, approval of the Michigan Citizen Corps program award terms and conditions as a pass-through recipient, and appropriation of the awards funds, when received, to the Office of Emergency Management.
 
The award provides federal pass-through funds through the Michigan State Police Emergency Management & Homeland Security Division to the Washtenaw County Emergency Management Division, and to the City of Ann Arbor Office of Emergency Management for the purpose of providing training, planning, educational outreach, exercise, and equipment for the Citizen Corps Program partners of Community Emergency Response Teams, Neighborhood Watch Units, and Volunteer in Police Service programs.
 
Funding under this award will be allocated through the Michigan State Police Emergency Management & Homeland Security Division via the Washtenaw Emergency Management Division, to the City of Ann Arbor Office of Emergency Management, and should not exceed $14,464.49. There are no matching funds required as part of the award. The Department of Homeland Security requires signed grant agreements with the State and local jurisdictions that receive funds from the State. A supporting grant agreement must be executed by the City, as a pass-through funding recipient, with Washtenaw County, who is administering the grant on a local level.

Whereas, The City of Ann Arbor Office of Emergency Management has been awarded funding from the Michigan State Police Emergency Management & Homeland Security Division via Washtenaw County Emergency Management in the amount not to exceed $14,464.49 for expenditure in accordance with the grant terms for the period October 1, 2008 to December 1, 2009;
 
Whereas, The terms of the funding award allow the award amount to be expended for training, planning, educational outreach, exercise, and equipment for the Citizen Corps Program partners of Community Emergency Response Teams, Neighborhood Watch Units, and Volunteer in Police Service programs;
 
Whereas, The terms of the funding award also require grant agreements with local jurisdictions that receive funds from the State, and under that condition, the Office of Emergency Management has negotiated a grant agreement, as a pass-through funding recipient, with Washtenaw County, which is coordinating local grant funding for this grant; and;
 
Whereas, The Grant does not require any matching funds and Office of Emergency Management will provide all required grant management services for this grant award;
 
RESOLVED, That City Council accept and appropriate, when received, the 2007 Michigan Citizen Corps Program award (not to exceed $14,464.49) to be available for expenditure for the life of the grant without regard to fiscal year in accordance with the grant terms for the grant period October 1, 2008 to December 1, 2009;
 
RESOLVED, That City Council approve the award agreement with the Michigan State Police Emergency Management & Homeland Security Division and Washtenaw County Emergency Management Division, authorize and direct the Mayor and City Clerk to execute the required grant agreement and any supplemental documents required under the terms of the grant subject to approval as to substance by the City Administrator and approval as to form by the City Attorney, and
 
RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this Resolution.
