Attached for your review and action is a resolution to approve a contract with Hart Carpentry in the amount of $46,335.00 to construct shade structures at Fuller Park Pool, per Bid #4012, and to establish a total construction project budget of $50,969.00.

The 2006-2011 Park and Recreation Open Space Plan identified Fuller Pool as a priority for renovations. Renovations of the locker rooms and construction of a picnic shelter were completed in 2006. The remaining elements of the project include a new shade structure on the pool deck, and an extension of an existing shade structure adjacent to the deck. Funding for this project is included in the approved FY 09 Park Rehabilitation and Development Millage Budget as well as the Parks Memorials & Contributions Fund, from developer contributions earmarked for this park. Funds from the Park Rehabilitation and Development Millage for this project amount to $30,969.00 with the remaining $20,000.00 being funded from developer contributions.

Bid documents were advertised on MITN and were sent to qualified contractors. Four companies submitted bids for the project as follows:

Baseline Constructors, Inc. $61,200.00
Heaney General Contracting, Inc. $64,000.00
* Lowest responsible bid

The resolution includes a recommended construction contingency of $4,634.00 (10%) to cover potential contract change orders to be approved by the City Administrator. It is requested that a $50,969.00 total construction project budget be established for the life of the project without regard to fiscal year.

Hart Carpentry meets the living wage and prevailing wage requirements and received Human Rights approval on April 8, 2009.
