Memorandum
Attached for your consideration is a resolution to approve FY 10 General Fund allocations to nonprofit entities for human services, totaling $1,268,092 in grants with a $7,652 human services contingency fund.  These awards are contingent on City Council's approval of FY 10 budget which includes this level of human services funding.
 
In response to a formal Request for Proposals issued in January 2009 for the Integrated Human Services funding (including City of Ann Arbor General Funds and Washtenaw Urban County Funds), the Office of Community Development received 67 proposals for grant funding from 47 nonprofit entities for a total of $3,773,435 requested.  Of these 67, 3 proposals were delivered after the deadline and an additional 6 proposals were rejected for incomplete or inaccurate submissions.
 
The Request for Proposals indicated that funding awards would be for FY 10 and FY 11, contingent upon City Council and Urban County approval each year.  The Joint Human Services Review Committee (comprised of three members appointed by the City Council, three members from the Urban County and three Community Development staff members) reviewed the proposals and met throughout February and March 2009 to make recommendations on the human services grant proposals.
 
Based on the integrated funding model presented to Council on December 15, 2008, a Joint Human Services Review Committee was formed, and is now recommending that a total of $1,718,744 be allocated to 35 non-profit organizations in the following manner:

The recommendation for $1,275,744 in Human Services General Funds is the same level as the level allocated by City Council in FY 08 and FY 09.  The 35 agencies recommended for funding by the Joint Review Committee will receive a combined total of $1,268,092 in City General Funds, with $7,652 in the total human services allocation remaining.  Community Development recommends that City Council approve holding this remainder in a Human Services Contingency fund to support agencies that are exploring mergers and consolidation of services.
 
Additionally, due to the federal stimulus funding taking precedence in Congress, as of March 30 the Department of Housing and Urban Development (HUD) had not released the Urban County's CDBG and HOME allocations.  The $343,000 projected CDBG amount is based on a budgeted increase of 1% over last year's allocation.  Both HUD and President Obama have recommended an increase in the CDBG and HOME allocation to Congress, but the budget has not been approved yet.
 
In order to include these funding recommendations in the Consolidated Strategy and Plan FY 10 One-Year Action Plan for HUD by the end of April 2009, these funding recommendations were presented to the Washtenaw Urban County Executive Committee on March 24, 2009 and were approved unanimously.  In accordance with the projection of CDBG funds, the Urban County approved these recommendations on the condition that if the CDBG allocation increases above the budgeted amount, then Community Development staff would make a recommendation on the allocation of any additional CDBG funds to the Urban County.

Whereas, City Council and the Washtenaw Urban County Executive Committee approved an Integrated Human Services Funding Process for FY 2009-10 and FY 2010-11 to allocate City General Funds, Washtenaw Urban County CDBG Funds, and Washtenaw County General Funds through a single Request for Proposals (RFP);
 
Whereas, A Joint Human Services Review Committee has recommended the allocation of $1,275,744 in City General Funds, $343,000 in Washtenaw Urban County CDBG Funds, and $100,000 in Washtenaw County General Funds to local nonprofit human services agencies as a part of this RFP process for FY 10;
 
Whereas, The Consolidated Strategy and Plan FY One-Year Action Plan, recommends allocation of $343,000 in Community Development Block Grant (CDBG) to local nonprofit human services organizations;
 
Whereas, Award of these contracts is contingent on Human Rights and living wage approvals prior to execution of the contracts; and
 
Whereas, Award of these funds is contingent on passage of the proposed FY 10 City of Ann Arbor Budget;
 
RESOLVED, That the Mayor and City Council approve allocations from the General Fund, contingent on approval of human services funding in the FY 10 budget, to the nonprofit entities listed below and authorize the Office of Community Development to negotiate contractual agreements in accordance with the City's purchasing procedures, subject to approval as to substance by the City Administrator, and approval as to form by the City Attorney:
