Resolution to Appoint New Successors and Establish a Line of Succession to the Emergency Management Coordinator for the City of Ann Arbor

Memorandum

Section 1:327 of the Ann Arbor City Code vests the Mayor with the power to appoint the Emergency Management Coordinator and a minimum of two successors, on the recommendation of the City Administrator and subject to approval of Council.

 

The attached Resolution appoints new successors and changes the line of succession to the Emergency Management Coordinator, which is necessary to do at this time due to staff changes.  The individuals named in the Resolution are appointed to serve and assist the Emergency Management Coordinator and, in his absence or unavailability, to assume his duties on an interim basis, in the following order of succession: Lt. Andrew Box (FD), Sgt. Michael Dortch (PD), and Officer Chris Foerg (PD).  Lt. Andrew Box has received Professional Emergency Management Certification, while Sgt. Michael Dortch and Officer Chris Foerg are working towards certification.

Whereas, The Emergency Preparedness Act, Public Act 390 of 1976, as amended (the “Act”) authorizes the City to provide for the mitigation, preparedness, response, and recovery from natural and human-made disasters;

 

Whereas, City Council has adopted Chapter 15 of the Ann Arbor City Code (the “Code”) to comply with the requirements of the Act and ensure complete and efficient utilization of all City resources during periods of disaster or emergency;

 

Whereas, Section 1:327 of the Code requires that a minimum of two successors to the position of Emergency Management Coordinator be appointed and that the line of succession be established;

 

Whereas, Recent retirements have necessitated the naming of new successors and a change in the current line of succession;

 

Whereas, The Mayor, upon the recommendation of the City Administrator, appoints the following individuals as successors to the Emergency Management Coordinator (in the order of precedence herein named):  Lt. Andrew Box (FD), Sgt. Michael Dortch (PD), and Officer Chris Foerg (PD); and

 

Whereas, The Mayor and the City Administrator believe that such individuals have the necessary experience, qualifications, and certifications, to serve and assist the Emergency Management Coordinator and, in his absence or unavailability, assume his duties on an interim basis;

 

RESOLVED, That the following individuals be appointed to assist the Emergency Management Coordinator, and in his absence or unavailability, assume his duties in the following order of succession:  Lt. Andrew Box (FD), Sgt. Michael Dortch (PD), and Officer Chris Foerg (PD); and

 

RESOLVED, That succession established in this appointing Resolution be provided to emergency services unit and be listed in the Emergency Operations Plan.
