Attached for your review and consideration for approval, please find a resolution to authorize the award of a Professional Services Agreement to TTL Associates, Inc. (TTL) for construction materials testing services in the amount of up to $28,366.00 for the Crest, Buena Vista, Washington Water Main Replacement Project.
The Crest, Buena Vista, Washington Water Main Replacement Project will consist of the replacement of 4 inch and 6 inch water mains along Crest Avenue between Buena Vista Avenue and Huron Street, along Buena Vista Avenue between Crest Avenue and Washington Street, and along Washington Street between Crest Avenue and Seventh Street with 8 inch and 12 inch water main. The project also includes bump-outs along Washington, new sidewalk ramps, some curb and gutter replacement, drainage structure replacements, and street resurfacing.
Six firms submitted proposals for the required services. Staff evaluated the proposals and selected TTL for the Crest, Buena Vista, Washington project based on their proposal, qualifications, past involvement with similar projects, and cost. TTL has submitted all required Non-Discrimination, Prevailing Wage, Living Wage, and Conflict of Interest Disclosure forms and complies with the requirements of the City's Non-Discrimination and Living Wage Ordinances.
Services to be performed include all the necessary testing for soils, aggregates, asphalt, and concrete.
Budget/Fiscal Impact
The FY 2018-2019 Capital Improvements Plan (CIP) includes the Crest, Buena Vista, Washington Water Main Replacement Project. Funds for the requested services are available in the existing project budget for the Crest, Buena Vista, Washington Water Main Replacement Project.
