Attached for your review and consideration, please find a resolution to approve a contract agreement between the City of Ann Arbor and the Michigan Department of Transportation (MDOT) for the construction phase of the Pauline Boulevard Water Main Replacement Project. The agreement defines the cost sharing of the construction, as well as each party's rights and responsibilities, and is required for the project to receive its share of federal funding from the Federal Surface Transportation Program (STP) Funds.

The City plans to replace the pavement on Pauline Blvd. between Stadium Boulevard and South Seventh Street. In addition, the water main there is undersized and requires an upgrade to increase its capacity.

The Pauline Boulevard Water Main Replacement Project design includes replacing the water main with a new, larger water main, while also improving the vehicular, pedestrian and bicycling environment. The design includes resurfacing the roadway, replacing some curbs and gutters, installing new bump-outs at strategic intersections to improve pedestrian access, and installing buffered bike lanes along the entire limits of the project.

Taking into consideration input from a public engagement meeting and the Transportation Commission, the engineering design was completed in late 2017 and final plans were sent to MDOT for bidding. Bids are scheduled to be opened on April 6th, 2018. Further information on the history of this project can be found on the project web page at www.a2gov.org/Pauline.

Budget/Fiscal Impact
The estimated total cost of the project is $3,777,460.00. The funding breakdown for the project is as follows:

STP Funds: $658,233.00
Street, Bridge, & Sidewalk Millage $1,719,227.00
Water Supply System Fund $1,400,000.00
