Attached for your review and approval is a resolution to award a construction contract to Douglas N. Higgins, Inc. in the amount of $492,494.95 for the Glendaloch Cir./Loyola Dr./Colgate Cir./Elmcrest Dr./Anderson Ave./Clair Cir./Hiawatha Pl. (GLEACH) Water Main Replacement Project.
 
The construction contract titled "Glendaloch Cir./Loyola Dr./Colgate Cir./Elmcrest Dr./Anderson Ave./Clair Cir./Hiawatha Pl. (GLEACH) Water Main Replacement Project" includes the installation of new 8" water mains at seven different locations in the City. The seven locations are combined in one construction contract for efficiency and cost savings.
 
The Glendaloch Circle water main includes the installation of approximately 740 feet of new 8" ductile iron water main to replace the existing 6" water main that serves the houses on Glendaloch Circle.  Glendaloch Circle has a history of water main breaks that have disrupted service.  This work will provide a more reliable water service for the neighborhood, and conform to City of Ann Arbor water main and fire protection standards by upsizing the pipe.   Glendaloch Circle is scheduled to be resurfaced by the city resurfacing project this year, following the water main work.
 
The Loyola Drive and Colgate Circle water main includes the installation of approximately 980 feet of new 8" ductile iron water main to replace the existing 4" and 6" mains that serve the houses on Loyola Drive and Colgate Circle.  This work will upgrade the neighborhood service to City of Ann Arbor water main and fire protection standards by upsizing the pipe and adding three new fire hydrants.  Adjacent sidewalk ramps will be replaced to comply with ADA requirements.
 
The Elmcrest Drive water main includes the installation of approximately 200 feet of new 8" ductile iron water main to replace the existing 4" main that serves the houses on Elmcrest Drive.  Elmcrest Drive neighbors have complained about water quality.  This work will address the water quality issues, provide a more reliable water service for the neighborhood, and conform to City of Ann Arbor water main and fire protection standards by upsizing the pipe and adding a fire hydrant.   Elmcrest Drive is scheduled to be resurfaced by the city resurfacing project this year, following the water main work.
 
The Anderson Avenue water main includes the installation of approximately 775 feet of new 8" ductile iron water main to replace the existing 4" main that serves the houses on Anderson Avenue.  This work will upgrade the neighborhood service to City of Ann Arbor water main and fire protection standards by upsizing the pipe, and adding a fire hydrant.  Anderson Avenue is scheduled to be resurfaced by the city resurfacing project this year, following the water main work.
 
The Clair Circle water main includes the installation of approximately 600 feet of new 8" ductile iron water main to replace the existing 4" main that serves the houses on Clair Circle.  Clair Circle has a history of water main breaks that have disrupted service.  This work will provide a more reliable water service for the neighborhood, and conform to City of Ann Arbor water main and fire protection standards by upsizing the pipe and adding a fire hydrant.  Adjacent sidewalk ramps will be replaced to comply with ADA requirements.
 
The Hiawatha Place water main includes the installation of approximately 295 feet of new 8" ductile iron water main to replace the existing 3" main that serves the houses on Hiawatha Place.  This work will upgrade the neighborhood service to City of Ann Arbor water main and fire protection standards by upsizing the pipe, and adding a fire hydrant.  Hiawatha Place is scheduled to be resurfaced by the city resurfacing project this year, following the water main work.
 
The construction contract was advertised on Bidnet and plans and specifications were distributed to contractors who expressed interest in the project. Nine bids for the construction were received and opened on Friday, March 6, 2009. The low bid from Douglas N. Higgins, Inc. of $492,494.95 is approximately 26% below the Engineer's Estimate. The construction of the project is scheduled for completion by October 2009.  
 
The funding for this project will be advanced from the Water Supply System pending the sale of Water Revenue bonds.
 
Douglas N. Higgins, Inc. received Human Rights approval on March 6, 2009. Employees working on this project will be paid prevailing wages (which exceed the "living wage") per the contract.

Body
Whereas, It is necessary to install new water mains in Glendaloch Cir., Loyola Dr., Colgate Cir., Elmcrest Dr., Anderson Ave., Clair Cir. and Hiawatha Pl. to provide safe and dependable water service for these residences;
 
Whereas, Competitive bids were received by the Procurement Unit on March 6, 2009 and Douglas N. Higgins, Inc. of Ann Arbor, MI, was the lowest responsible bidder at $492,494.95;
 
Whereas, The contractual proposal sets forth the services to be performed by said company, and the payments to be made by the City therefore, all of which are agreeable to the City;
 
Whereas, It is now necessary to enter into a contract with said company for said
construction project; and
 
Whereas, Douglas N. Higgins, Inc. received Human Rights approval on March 6, 2009 and complies with the living wage ordinance; and
 
Whereas, Funding for this project, as itemized below, will be advanced from the Water Supply System pending the sale of Water Revenue bonds;

RESOLVED, That a contract in the amount of $492,494.95 be awarded to Douglas N. Higgins, Inc. for the construction of the Glendaloch Cir./Loyola Dr./Colgate Cir./Elmcrest Dr./Anderson Ave./Clair Cir./Hiawatha Pl. (GLEACH) Water Main Replacement Project (Bid No. ITB-3999);
 
RESOLVED, That a contract contingency amount of $50,000.00 be established and that the City Administrator be authorized to approve additional change orders to the construction contract with Douglas N. Higgins, Inc., not to exceed $50,000.00 in order to satisfactorily complete this project;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said contract after approval as to form by the City Attorney, and approval as to substance by the City Administrator;
 
RESOLVED, That the City makes the following declaration for the purpose of complying with the reimbursement rules of Treasury Regulations 1.150-2 pursuant to the Internal Revenue Code of 1986, as amended, that the City reasonably expects to reimburse itself for expenditures for the costs of the Project with proceeds of Bonds; and
 
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
