Attached for your review and approval is a resolution to approve a Professional Services Agreement with Testing Engineers & Consultants, Inc. for Construction Materials Testing Services for the Courts/Police Building in the amount of $98,962.00

Work on the addition must be tested in accordance with the 2006 Michigan Building Code. In general this includes shop and field inspections of the work, field and laboratory testing of construction materials, and engineering services to support, control, and document the results. Specific examples of items tested are concrete strength, density and compaction testing of backfill, placement of reinforcing steel, masonry strength, structural steel (welding, bolting, and fabrication), roofing, and fireproofing.

In response to our RFP No. 728, nine proposals were received. Staff from Public Services, as well as Clark Construction and Quinn Evans, evaluated the proposals and selected Testing Engineers and Consultants for their work plan, qualifications, past involvement with similar projects, and competitive fee schedule.

Testing Engineers & Consultants, Inc. received Human Rights and Living Wage approval on March 4, 2009. Sufficient funds for these services are available in the City Hall Expansion project budget in the Civic Center Fund, 0008.
