Memorandum
City Council approval is requested to appropriate $97,530.00 in funds from fund balance of the Solid Waste Enterprise Fund and for a professional services contract with Resource Recycling Systems, Inc. (RRSI) for consulting assistance for three major Solid Waste initiatives:

· Commercial Refuse Franchise: It is proposed that RRSI provide support for completion of ordinance and regulation changes, Rate Committee support, hauler licensing, franchise exemption procedures, Field Operations transition support, and franchise contract management. City Council approved a waste franchise agreement with Waste Management on March 2, 2009.

· Commercial Recycling: It is proposed that RRSI provide transition support for recycling dumpster mobilization and technical support for evaluation and procurement of dumpster routing software.

· Single Stream Recycling: Staff is evaluating whether it would make technical and economic sense to move from the current two stream (paper and container) recycling system to a single stream system. It is ideal to conduct this evaluation now, before full implementation of the commercial recycling program. RRSI will conduct an evaluation of collection and processing costs and benefits and provide a recommendation within eight weeks of start of this project. If City Council makes a decision to proceed with the single stream program, RRSI will then provide additional assistance with implementation.

With the initial recommendations from the Commercial Recycling committee completed, it is crucial that implementation steps for this program be completed on schedule.
