Your approval is requested for the purchase of five Rotork electric valve actuators required for remote control of the flow distribution system for the incoming sewage at the City’s Wastewater Treatment Plant (WWTP).

Currently, WWTP staff are required to operate flow distribution valves manually to route sewage entering the plant. Manual operation of these valves is slow and labor intensive. The Rotork valve actuators will provide reliable remote operation of the flow distribution valves through the plant’s computerized process control system and enable rapid operation of these valves. Remote valve operation will improve operational efficiency and enable prompt response to flow distribution needs during high flow conditions, which will reduce the likelihood of bypassing treatment equipment or experiencing sewage spills.

System Specialties is the sole source distributor of Rotork valve actuators in Michigan; therefore, competitive bids were not solicited. WWTP staff has utilized Rotork actuators for its flow control needs because they are reliable, meet the operational standards required for use with the plant’s computerized process control system, allow the plant to purchase and store spare parts cost effectively and train staff more efficiently for the operation and maintenance of this equipment.

System Specialties received Human Rights Approval on February 9, 2009.

You approval is being requested for a total purchases for the WWTP from System Specialties in the amount of $39,837.00 for the purchase of five Rotork electric valve actuators. Funds are budgeted for this purchase in the WWTP’s approved FY 09 Operation and Maintenance budget.
