Resolution to Approve a Service Agreement with Home of New Vision to Provide Mental Health and Substance Abuse Treatment Services to Mental Health Court Defendants ($27,405.00)

Memorandum

This resolution seeks Council approval for a service agreement with Home of New Vision for mental health and substance abuse treatment services to 15th Judicial District defendants who are participants in the Court’s Mental Health Court program.  These services are funded by a grant from the Supreme Court of Michigan State Court Administrative Office for Grant Fiscal Year 2018, and without regard to City Fiscal Year. 

 

Budget/Fiscal Impact: Services provided under this agreement will be funded through the State Court Administrative Office Michigan Mental Health Court Grant Program (SCAO-MMHCGP) ($27,405.00).  The grant award was accepted and contract approved by City Council on October 16, 2017 (R-17-382).  

 

Approval of a ten percent (10%) contingency amount is also requested to allow the Court to increase services should additional funds become available for mental health and/or substance abuse treatment services through an approved SCAO grant program budget amendment (e.g., approved grant project line-item budget adjustments within the total program award).

Whereas, The Michigan Supreme Court State Court Administrative Office has awarded grant funds to the 15th Judicial District Court for mental health and substance abuse treatment services to 15th Judicial District Court defendants who are participants in the Court’s Mental Health Court program;

 

Whereas, The 15th Judicial District Court has determined that Home of New Vision is an appropriate and skilled provider of such services;

 

Whereas, It is in the best interests of the City of Ann Arbor and in the best interests of justice to enter into a service agreement with Home of New Vision; and

 

Whereas, Home of New Vision signed a declaration of compliance with the City’s Living Wage and Non-Discrimination Ordinances on May 31, 2017;

 

RESOLVED, That a service agreement with Home of New Vision for mental health and substance abuse treatment services to 15th Judicial District Court Mental Health Court defendants be approved;

 

RESOLVED, That City Council approve a ten percent (10%) contingency in the amount to be expendable from available SCAO grant funds during the life of the grant without regard to fiscal year with the approval of the SCAO and the City Administrator;

 

RESOLVED, That funds be made available for this agreement without regard to fiscal year;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the agreement after approval as to form by the City Attorney and as to substance by the City Administrator, without regard to City Fiscal Year; and

 

RESOLVED, That the City Administrator be authorized to take all necessary administrative actions to implement this resolution.
