Attached for your review and consideration for approval, please find a resolution to authorize the award of a Professional Services Agreement with Testing Engineers and Consultants, Inc. (TEC) for construction materials testing services in the amount of $56,536.00 for the North Fifth Avenue Reconstruction project.
This project will reconstruct North Fifth Avenue between Catherine and Kingsley Streets, and Detroit Street between North Fifth Avenue and Kingsley Street, which will include replacement of the brick pavers; replacement of approximately 2,000 feet of 6" water main with 12" water main; storm water infiltration and storm sewer replacement; sidewalk and ramp replacement; streetlight replacement; and extensive streetscape improvements.
Six firms submitted proposals for the required services. Staff evaluated the proposals and selected TEC based on their proposal, qualifications, past involvement with similar projects, and cost. TEC is in compliance with the requirements of the City's Non-Discrimination and Living Wage Ordinances.
Services to be performed include all the required testing for soils, aggregates, asphalt, and concrete.
A contingency amount of $10,000.00 is requested to cover changes orders approved by the City Administrator.
Budget Impact
Funds for the requested services are available in the project budget for the North Fifth Avenue Reconstruction Project.
