Memorandum

Attached for your review and approval, please find a resolution that appropriates necessary funding for the design of the Nixon Road Corridor Improvements Project.

 

The Nixon Road Corridor extends from Plymouth Road to the City’s northern border.  Planned construction of a roundabout at the intersection of Nixon, Green, and Dhu Varren, combined with public traffic concerns prompted the City to commission a transportation study, which could serve as a planning guide for future capital improvements in the Corridor.

 

OHM Advisors conducted the Nixon Road Corridor Study and completed it in March, 2017.  OHM recommended, among other things, a conceptual corridor design that includes multiple roundabouts at key intersections, which will address the three issues on which public feedback focused:

1) excessive vehicle speeds;

2) difficulty turning onto Nixon from side streets due to lack of gaps in traffic; and,

3) lack of pedestrian and bicycle amenities.

At its May 1, 2017 meeting, City Council approved a budget amendment to add $1.2M to the FY18 capital budget for the Nixon Corridor Improvement Project design costs, with funding from the Street, Bridge, and Sidewalk Millage fund balances. Staff has since further evaluated the design project, and determined that water main and stormwater improvements should be included in the design, along with the road improvements upon which the $1.2M amount was based.  To include these new features in the design, funding from appropriate sources needs to be appropriated to the existing project budget.

 

Budget/Fiscal Impact

Wade Trim, Inc., the City’s design consultant, has provided a more detailed, itemized estimate of expected design costs for various improvements:

 

Street, Bridge, and Sidewalk                     $  828,700.00

Stormwater                                                                                     $  232,115.00

Water Supply System                                           $   79,900.00

TOTAL DESIGN COST                                          $1,140,715.00                                                                                                         

 

Appropriate funding is available in the Stormwater System ($232,115.00) and Water Supply System ($79,900.00) Fund Balances. Funding for the road-design portion of the project will come from the Street, Bridge, and Sidewalk Millage Fund balances, as provided in the amended FY18 budget.

Whereas, The Nixon Road Corridor Study recommended a conceptual design that would adequately address various traffic and non-motorized issues identified by users of the corridor;

 

Whereas, City Council amended the FY18 budget to add the design of the Nixon Road Corridor Improvement Project;

 

Whereas, Utility improvements have been identified as a necessary part of the project design; and

 

Whereas, In order to include these utility elements of the project design, funding from the appropriate sources needs to be appropriated to the project;

 

RESOLVED, That $232,115.00 be appropriated from the Stormwater System Fund to the existing Nixon Road Corridor Improvements Project for expenditure regardless of fiscal year;

 

RESOLVED, That $79,900.00 be appropriated from the Water Supply System Fund to the existing Nixon Road Corridor Improvements Project for expenditure regardless of fiscal year;

 

RESOLVED, That the City make the following declaration for the purpose of complying with the reimbursement rules of Treasury Regulations 1.150-2 pursuant to the Internal Revenue Code of 1986, as amended, that the City reasonably expects to reimburse itself for expenditures for the costs of the Project with proceeds of Bonds; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
