Memorandum

Attached for your review and approval is a resolution to award a construction contract to TSP Services, Inc. in the amount of $279,857.50 for the First Sister Lake Stormwater Retrofit.

 

Budget Impact

This project is included in the City’s Capital Improvement Plan (CIP) as project UT-ST-16-11, and funding is approved in the Stormwater Capital budget. Any long-term maintenance associated with the proposed work would be budgeted from Stormwater Operations and Maintenance funds.

 

Background

In 2016, the City initiated public engagement and detailed design for a project to provide water-quality improvements, conveyance modifications, and ecological habitat improvements that will protect and enhance First Sister Lake. The purpose of the project is to remove nutrients from the stormwater that contribute to the degradation of First Sister Lake. The resulting design is a bio-filtration garden that removes the nutrients from the first flush of stormwater runoff from the adjacent neighborhood, before releasing the water into First Sister Lake. The final design was presented to the Parks Advisory Commission in October 2017.

 

Project specifications were distributed electronically to contractors, subcontractors, and suppliers. Eleven contractors attended the mandatory pre-bid meeting, and four responsive bids were received. The low responsible bidder was TSP Services, Inc., whose bid of $279,857.50 is six percent lower than the Engineer’s Estimate of $297,600.

 

TSP Services, Inc. is in compliance with the requirements of the City’s Non-Discrimination and Living Wage ordinances.

Whereas, The project will provide water-quality improvements and enhance the ecological habitat in First Sister Lake;

 

Whereas, The final project design was shaped through the engagement of the neighborhood near First Sister Lake and has been presented to the Parks Advisory Commission;

 

Whereas, Competitive bids were received through the City’s procurement process, and the low responsive bid was received from TSP Services, Inc., whose bid was six percent less than the Engineer’s Estimate;

 

Whereas, Funding for this project is available in the approved Stormwater Capital budget; and

 

Whereas, TSP Services, Inc. complies with the City’s Non-Discrimination and Living Wage Ordinances;

 

RESOLVED, That a contract in the amount of $279,857.50 be awarded to TSP Services, Inc. for the First Sister Lake Stormwater Retrofit;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to form by the City Attorney and approval as to substance by the City Administrator; and

 

RESOLVED, That a contingency amount of $30,000.00 be established within the project budget and that the City Administrator be authorized to approve change orders to the construction contract with TSP Services, Inc., not to exceed that amount, in order to satisfactorily complete this project; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution including approval of needed Traffic Control Orders, night work authorizations, and other similar administrative approvals to allow the work of the project to proceed without delay.
