Resolution to Approve the Purchase of Six Police Patrol Vehicles from Jorgensen Ford (State of Michigan MiDeal - $171,360.00)
Memorandum
The attached resolution authorizes the purchase of six 2018 Ford Police Interceptor - Utility vehicles from Jorgensen Ford, Detroit, Michigan, for $28,560.00 each, or a total of $171,360.00.
These vehicles will replace vehicles that have reached their 80,000-mile or 6-year service limits next year. These limits are imposed by the City’s labor contracts with the Ann Arbor Police Officers Association and the Ann Arbor Police Supervisors.
The vehicles are built specifically for sale to law enforcement agencies and are not available to the public. After evaluating a number of different patrol vehicles over the last few years, the Police Unit of the Safety Services Area requested this be their standard patrol vehicle. The “utility” style, similar to a Ford Explorer, has become necessary to accommodate the large amounts of equipment installed in a standard patrol vehicle.
This purchase follows the guidelines of the City’s Green-Fleet Policy, which serve to reduce fuel consumption and fund premiums required to purchase “greener” vehicles, if necessary.
The Fleet and Facilities Unit reviewed the bids of the Cooperative Purchasing Programs of the State of Michigan and Macomb County. Jorgensen Ford was the lowest responsive bidder to the State of Michigan MiDeal bid.
Funds for these purchases are available in the FY18 approved Fleet Services operation and maintenance budget.
Jorgensen Ford complies with the requirements of the City’s non-discrimination ordinances.

Whereas, The Fleet and Facilities Unit needs to purchase replacement vehicles for the City’s police-patrol fleet;
Whereas, Jorgensen Ford, Detroit, MI, is the lowest responsive bidder to the State of Michigan MiDeal Cooperative Bid program; and
Whereas, Jorgensen Ford complies with the requirements of the City’s Non-Discrimination Ordinances;
RESOLVED, That City Council approve the issuance of a purchase order to Jorgensen Ford for the purchase of six 2018 Ford Police Interceptor - Utility vehicles at $28,560.00 each for a total amount of $171,360.00;
RESOLVED, That funds for the purchase of these vehicles come from the FY18 Fleet Services operation and maintenance budget, with funds to be available without regard to fiscal year;
RESOLVED, That the vehicles being replaced (nos. 0084, 0085, 0086, 0346, 0348 and 0350) be sold at the next City vehicle auction held after the vehicles are removed from service; and
RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
