Resolution to Approve a Professional Services Agreement with Nova Environmental, Inc. (“Nova”) for Asbestos and Lead Consulting (“Consulting Services”) and Contractor-Oversight and Air-Monitoring Services (RFP #17-26, NTE $75,000.00)

Memorandum

Attached for your review and approval, please find a resolution approving a Professional Services Agreement with Nova to perform the Consulting Services, namely building-material surveys for asbestos- and/or lead-containing materials, and to provide contractor oversight and air monitoring on an as-needed basis during asbestos-and lead-remediation projects. 

 

The City selected Nova as the most qualified of the eight consultants that responded to RFP #17-26 based on Nova’s thorough professional qualifications, wide range of relevant experience, proposed work plan and fee proposal.

 

The City’s Safety Unit has received funds for the budget impact of the Consulting Services, to document possible asbestos- and/or lead-containing materials to maintain compliance with MIOSHA requirements.  The Consulting Services will be paid for from the Risk Fund.  Any other services will be budgeted for on an as-needed basis by units requiring the remediation of asbestos- and/ or lead-containing materials. 

 

Budget and Fiscal Impact:  Funding for the consulting services is available in the approved FY18 Risk Fund operating budget.

 

Nova complies with the City’s Non-Discrimination and Living Wage Ordinances.

Whereas, Professional services consisting of asbestos- and lead-consulting services are needed by the City to complete building-material surveys;

 

Whereas, To procure those services, and potentially other remediation-related services, the City issued RFP #17-26;

 

Whereas, The City selected Nova as the most qualified of the eight consultants that responded to RFP #17-26, based on Nova’s thorough professional qualifications, wide range of relevant experience, proposed work plan and fee proposal;

 

Whereas, For the services to commence, it is now appropriate to enter into an agreement with Nova;

 

Whereas, Funding for the consulting services is available in the approved FY18 Risk Fund operating budget; and

 

Whereas, Nova complies with the City’s Non-Discrimination and Living Wage Ordinances.

 

RESOLVED, That the Professional Services Agreement with Nova, and the purchase of up to $75,000.00, for asbestos- and lead-consulting services, is approved;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said Professional Services Agreement after approval as to form by the City Attorney and approval as to substance by the City Administrator; and

 

RESOLVED, That the City Administrator is authorized to take necessary administrative actions to implement this resolution.
