Memorandum
This memorandum and resolution requests approval of a professional services agreement for professional services with Maurer & Parks Well Drilling, Inc. (Maurer) for a total of $62,868.00. Due to uncertain conditions associated with buried infrastructure, it is recommended that a contingency of $9,000.00 be authorized.

In October 2017, the City of Ann Arbor (City) issued a request for proposals for engineering services to plug abandoned water supply wells in accordance with MDEQ requirements. The Michigan Department of Environmental Quality (MDEQ) has identified proper plugging of abandoned wells as a recommendation within the 2014 City of Ann Arbor Water Treatment Plant Sanitary Survey.

The scope of this project is to plug two abandoned water supply wells and investigate the condition of two other abandoned wells for proper abandonment. The first well to be plugged is a 16-foot diameter well constructed in 1915 and is one of several wells pumped to the City as the original water supply source. This well is surrounded by heavy brush and located on City property near the Ann Arbor Municipal Airport. The second well to be plugged was constructed in 1974 and located south of the Steere Farm wells currently in use. The RFP also requested alternate pricing for abandoning two additional wells at this site after completing a more thorough investigation. The scope includes documenting all findings and entering the wells as properly abandoned in the MDEQ Abandoned Well database. This project is included in the FY18 Water Supply System Operating and Maintenance Budget.
