Resolution to Approve a Professional Services Agreement with Stantec Consulting Michigan, Inc. for the Water Treatment Plant SCADA System Modernization Project ($376,796.00)

Memorandum

This memorandum and resolution request approval of a professional services agreement with Stantec Consulting Michigan, Inc. to provide professional engineering services for the Water Treatment Plant Supervisory Control and Data Acquisition (SCADA) System Modernization Project for a total of $376,796.00.  This project is included the City’s approved FY18-23 Capital Improvements Plan.

 

In July 2017, the City issued a request for proposal for the Owner’s Advisor role in the Water Treatment Plant SCADA System Modernization Project.  This project is a Progressive Design Build Project that utilizes an Owner’s Advisor to provide preliminary project design, contract guidance, construction services, and represent the City throughout the course of the project.  The City, with assistance from the Owner’s Advisor, will use the Request for Proposal (RFP) process to select a Design Build team to complete the overall design and construction of the project.

 

The SCADA System Modernization Project will replace over 20 year old legacy Programmable Logic Controllers (PLC’s) and SCADA computer systems with new, modern components capable of additional functionality and integration with other plant software packages and equipment.  The PLC’s and associated equipment were installed in 1997 and production of all critical components has been discontinued by the manufacturer.  This project will improve the overall reliability of plant control functions, add more data logging and aggregation, integrate the SCADA system with other plant software applications, and comply with industry standard security protocols. 

 

The City received five (5) proposals in response to RFP #17-21 - Owner’s Advisor for Water Treatment Plant SCADA System Modernization Project.  After evaluation of the proposals, it was decided that Stantec Consulting Michigan, Inc. was the most qualified firm to provide these services.  It is therefore recommended that City Council approve the professional services agreement with Stantec Consulting Michigan, Inc. to serve as an Owner’s Advisor for the Water Treatment Plant SCADA System Modernization Project.

 

Stantec Consulting Michigan, Inc. complies with the requirements of the City’s Non-Discrimination and Living Wage ordinance.

 

This project is included in the FY18-23 Capital Improvement Plan.

Whereas, The SCADA System Modernization Project is necessary to improve the overall reliability of plant control functions, integrate the SCADA system with other plant software applications, and comply with industry standard security protocols;

 

Whereas, Of the five (5) proposals received, Stantec Consulting Michigan, Inc. was selected as the most qualified firm to provide the required engineering services;

 

Whereas, Funding for the Professional Services Agreement is available in the approved Water Supply System and General Fund capital budgets;

 

Whereas, These services are required to provide the City with the necessary design engineering and project assistance throughout the Water Treatment Plant SCADA System Modernization Project; and

 

Whereas, Stantec Consulting Michigan, Inc. complies with the requirements of the City’s Non-Discrimination and Living Wage ordinances.

 

RESOLVED, That the Professional Services Agreement with Stantec Consulting Michigan, Inc. is approved in the amount of $376,796.00;

 

RESOLVED, That the Mayor and City Clerk are authorized and directed to execute the Professional Services Agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney;

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution; and

 

RESOLVED, That the City makes the following declaration for the purposes of complying with the reimbursement rules of Treasury Regulations 1.150-2 pursuant to the internal Revenue Code of 1986, as amended, that the City reasonably expect to reimburse itself for expenditures for the costs of the Project with proceeds of Bonds.
