Memorandum

Attached for your review and approval, please find a resolution approving a Professional Services Agreement with Quantum Spatial, Inc. for aerial imagery acquisition and geographic information system (GIS) data update in the amount of $37,951.85.  The resolution also provides a ten percent contract contingency in the amount of $3,795.19.

 

The City of Ann Arbor’s storm water utility fees are based on the impervious area contained on parcels. The calculation of the City’s impervious area is determined by collecting aerial infrared photography and using the data to develop digital imagery that is incorporated into the City’s GIS. Aerial imagery was last collected and updated in 2015. In order to accurately capture impervious area and periodically adjust storm water utility fees based on impervious area changes, the aerial ortho-imagery must be updated on a routine basis.

 

The aerial photography will be captured in the spring of 2018, with the development of the digital imagery proceeding only when the photographs are deemed acceptable. Quantum Spatial, Inc. will then continue with the impervious surface data update phase of the project.

 

The City issued a Request for Proposals (RFP #17-28) for collection of aerial photography, development of the data into ortho-imagery, and update of impervious surface data in a format compatible with the City’s GIS. Of the two bids received, Quantum Spatial received the highest technical scores and was the lower bidder. The selection committee chose Quantum Spatial, Inc. to complete the project, based on their thorough work plan, wide range of relevant experience, and proven technical expertise.

 

Budget Impact:

Funding for this project is available in the FY18 approved Public Services Stormwater System Fund (Fund 0069) operating budget.

 

Sustainability Framework:

The proposed work completed under this project furthers the Sustainable Systems goal of the City’s Sustainability Framework.

 

Quantum Spatial, Inc. complies with the City’s Non-Discrimination and Living Wage Ordinances.

Whereas, The City of Ann Arbor issued RFP #17-28 for professional services to collect aerial imagery, develop ortho-images, and update impervious surface data in a format compatible with the City’s GIS;  

 

Whereas, Quantum Spatial, Inc. was selected from the two prospective consultants that responded to RFP #17-28, based on their thorough work plan, wide range of relevant experience, and proven technical expertise;

 

Whereas, It is now necessary to enter into an agreement with Quantum Spatial, Inc. of Wisconsin for the professional services associated with the project;

 

Whereas, Funding for this work is available in the approved FY18 Stormwater System Fund operating budget; and

 

Whereas, Quantum Spatial, Inc. of Wisconsin complies with the City’s Non-Discrimination and Living Wage Ordinances.

 

RESOLVED, That City Council approve the Professional Services Agreement with Quantum Spatial, Inc. of Wisconsin in the amount of $37,951.85 for 2018 Ortho Imagery and Impervious Surface GIS Data Update;

 

RESOLVED, That City Council approve a contract contingency amount of $3,795.19 to cover any amendments necessary to complete the project;

 

RESOLVED, That the City Administrator be authorized to approve amendments to the professional services agreement up to the $3,795.19 contingency amount, in order to satisfactorily complete the project;

 

RESOLVED, That the funding for the contract and contingency be made available without regard to fiscal year;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to form by the City Attorney and approval as to substance by the Public Services Administrator and the City Administrator; and

 

RESOLVED, That City Council authorize the City Administrator to take necessary administrative actions to implement this resolution.
