Memorandum
This memorandum and resolution requests approval of Amendment No. 1 to the professional services agreement for professional engineering services with Fishbeck, Thompson, Carr & Huber, Inc. (FTCH). Council approved a professional services agreement for $200,000.00 with FTCH in June 2016 as part of Resolution No. R-16-212.

The City is seeking to amend the professional services agreement with FTCH to accommodate additional professional engineering service needs over the remaining duration of the contract. FTCH is currently supporting Public Services on numerous projects within the Water Treatment Services Unit (WTSU) as well as providing on-site professional engineering assistance to the Water Treatment Plant. The task-based contract is effective FY17 through FY19. As of the end of FY17, FTCH has completed an Ammonia System Improvements Study, is working on the Water System Asset Management Plan and continues to provide on-site assistance to the WTP Senior Utilities Engineer on several capital improvements and maintenance projects. Ongoing projects include: the repainting of the S. Industrial Ground Storage Tank, the Steere Farm Well Engine Replacement and the Masonry Assessment at the WTP. FTCH has demonstrated themselves to be experienced in a wide range of disciplines, responsive and cost effective in meeting those diverse needs on complex engineering tasks associated with the WTSU.

Additional professional engineering services are required to support the Water Treatment Services Unit with capital, operation, and maintenance projects at the Water Treatment Plant and associated facilities, recreational dams, and hydroelectric dams; and to maintain the aggressive capital improvement project schedule through FY19.
