Resolution to Approve the Purchase of Two Ice Resurfacing Machines from Frank Zamboni & Co., Inc. (National Joint Powers Alliance; $193,855.95)

Memorandum

The attached resolution authorizes the purchase of one gasoline powered Zamboni Model 546 ice resurfacing machine at $96,309.60 and one propane powered Zamboni Model 546 ice resurfacing machine at $97,546.35 for a total cost of $193,855.95 through the National Joint Powers Alliance (NJPA) cooperative purchasing program (contract #030117-FZC) for use at Buhr Park and Veterans Memorial Park.

 

The gasoline powered Zamboni listed in this resolution will replace an existing 2008 gasoline powered Zamboni Model 545 (#6921) used to maintain the ice surface at the outdoor ice arena at Buhr Park.  The propane powered Zamboni listed in this resolution will replace an existing 2008 propane powered Zamboni Model 545 (#6920) used to maintain the indoor ice surface at Veterans Memorial Park.  The repair cost for the two units has exceeded 53% of the purchase price of the units. 

 

Both Zambonis are scheduled for replacement in FY19.  With a nearly nine-month lead-time for production, the new units would not be ready for the ‘18-‘19 winter season if ordered at the beginning of FY19.  Staff is concerned that, based on the current condition of these units, significant and costly repairs are necessary and the reliability of the units for the ‘18-‘19 winter season would be in question.  During the ice season, these units are frequently used on an hourly basis to maintain safe and functional ice surfaces.  Since the City has no spare ice resurfacing equipment, if either of these units is down for any period of time, the operations of the ice arenas may be impacted.

 

The Parks Advisory Commission, at their October 17, 2017 meeting, approved a resolution supporting the replacement of both Zambonis but recommended only removing one of the two existing units from the City fleet.  The existing Zamboni that is in better condition would be retained to serve as a backup unit if one of the new machines is out of service for any reason.  This would eliminate the need to find a rental unit and improve the available ice time for the users of the facilities.  Staff supports this recommendation.

 

The Zamboni that is kept as a backup unit would still be in the Fleet but not eligible for future replacement and replacement charges would not be incurred.  At such time that the backup unit is no longer functional for its purpose, it would sold at auction.

 

Frank Zamboni & Co. Inc., Paramount, California was awarded Contract Number 030117-FZC by the National Joint Powers Alliance cooperative purchasing program for Ice Resurfacing Equipment.  The City of Ann Arbor is a member of the NJPA.  

 

Adequate funding for the purchase of these vehicles has been budgeted in the approved Fleet Services Fund FY18 budget and the approved Parks & Recreation Services General Fund FY18 operating budget. 

 

Frank Zamboni & Co. Inc. complies with the requirements of the City’s non-discrimination ordinance.

Whereas, The Fleet & Facilities Unit needs to purchase replacement ice resurfacing machines for the City’s fleet;

 

Whereas, Competitive bids were received by the National Joint Powers Alliance cooperative purchasing program;

 

Whereas, Frank Zamboni & Co. Inc. of Paramount, CA, received the contract for Ice Resurfacing Equipment;

 

Whereas, Frank Zamboni & Co. Inc. complies with the requirements of the City’s Non-Discrimination Ordinances; 

 

Whereas, the Parks Advisory Commission has recommended that one of the two Zambonis being replaced be retained as a backup ice resurfacing machine; and

 

Whereas, Adequate funds for the purchase of these vehicles are available in the approved Fleet Services Fund FY18 budget and the approved Parks & Recreation Services General Fund FY18 operating budget;

 

RESOLVED, That the City Council approve the issuance of a purchase order to Frank Zamboni & Co. Inc. for two Zamboni Model 546 ice resurfacing machines in the total amount of $193,855.95;

 

RESOLVED, That funds for the purchase of this equipment in the amount of $178,254.07 comes from the Fleet Services Fund FY18 budget and in the amount of $15,601.88 comes from the Parks & Recreation Services General Fund FY18 operating budget with funds to be available without regard to fiscal year;

 

RESOLVED, That one of the vehicles being replaced (nos. 6920 or 6921, based on condition) be sold at the next City vehicle auction held after the vehicles are removed from service; and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
