The attached resolution authorizes the purchase of one gasoline powered Zamboni Model 546 ice resurfacing machine at $96,309.60 and one propane powered Zamboni Model 546 ice resurfacing machine at $97,546.35 for a total cost of $193,855.95 through the National Joint Powers Alliance (NJPA) cooperative purchasing program (contract #030117-FZC) for use at Buhr Park and Veterans Memorial Park.

The gasoline powered Zamboni listed in this resolution will replace an existing 2008 gasoline powered Zamboni Model 545 (#6921) used to maintain the ice surface at the outdoor ice arena at Buhr Park. The propane powered Zamboni listed in this resolution will replace an existing 2008 propane powered Zamboni Model 545 (#6920) used to maintain the indoor ice surface at Veterans Memorial Park. The repair cost for the two units has exceeded 53% of the purchase price of the units.

Both Zambonis are scheduled for replacement in FY19. With a nearly nine-month lead-time for production, the new units would not be ready for the '18-'19 winter season if ordered at the beginning of FY19. Staff is concerned that, based on the current condition of these units, significant and costly repairs are necessary and the reliability of the units for the '18-'19 winter season would be in question. During the ice season, these units are frequently used on an hourly basis to maintain safe and functional ice surfaces. Since the City has no spare ice resurfacing equipment, if either of these units is down for any period of time, the operations of the ice arenas may be impacted.

The Parks Advisory Commission, at their October 17, 2017 meeting, approved a resolution supporting the replacement of both Zambonis but recommended only removing one of the two existing units from the City fleet. The existing Zamboni that is in better condition...
