Memorandum

Attached for your review and action is a resolution to approve a $134,805.00 contract with Aquatic Renovation Systems, Inc. to install a PVC pool liner at Veterans Memorial Park Pool. 

 

Budget/Fiscal Impact: Funding is available in the approved FY2018 Park Maintenance and Capital Improvement Millage budget.  

 

The Parks and Recreation Open Space Plan identifies replacement of the pool liner as a priority project for major capital maintenance to maintain the structural integrity of the pool.

 

The surfacing at Veterans Memorial Park pool is in poor condition and requires replacement. It is currently lined with marcite (a cementitious product that covers the pool shell) that has cracked, resulting in a rough, chipped pool surface that is unpleasant for users. 

 

Instead of replacing the pool liner with the same product, staff are recommending that it be replaced with a PVC liner, as they have been shown to last at least twice as long as Marcite, have a smoother surface, and won’t require yearly patching as marcite typically does.  In 2014, Buhr and Fuller pools had their marcite liners replaced with PVC and both are performing well and have required far less maintenance than marcite pools demand.  

 

The project meets the sustainability goal of promoting active living and learning.  The pool liner replacement will contribute to residents’ quality of life by improving a recreational amenity for all members of our community.

 

The pool liner replacement will be scheduled to be completed prior to the pool opening for the 2018 season.

 

Two bids were received by the City for this project:

 

Aquatic Renovation Systems, Inc.                     $134,805.00*

Natare Corporation                     $132,710.00**

 

*Lowest responsible bidder.

**Non-conforming bid.

 

Staff is recommending awarding a contract to Aquatic Renovation Systems, Inc. in the amount of $134,805.00 for improvements to the Veterans Memorial Park pool. A 10% construction contingency ($13,480.00) is requested to cover potential contract change orders to be approved by the City Administrator.  It is requested that a $148,285.00 contract and contingency amount be approved for the life of the project without regard to fiscal year.

 

The Park Advisory Commission recommended approval of this contract at their October 17, 2017 meeting.

Whereas, The project supports the City sustainability goal of promoting active living and learning;

 

Whereas, Funding for construction is available in the approved FY2018 Park Maintenance and Capital Improvement Millage budget;

 

Whereas, Competitive bids were received by Purchasing on September 21, 2017 to replace the pool liner;

 

Whereas, Aquatic Renovation Systems, Inc. submitted the lowest responsive bid;

 

Whereas, Aquatic Renovation Systems, Inc. complies with the requirements of the City’s Non-discrimination and Living Wage ordinances; and

 

Whereas, The Park Advisory Commission recommended approval of this contract at their October 17, 2017 meeting;

 

RESOLVED, That City Council approve a contract with Aquatic Renovation Systems in the amount of $134,805.00 and approve a construction contingency of $13,480.00 (10%) to cover potential contract change orders for a total contract amount of $148,285.00 for the life of the project without regard to fiscal year;

 

RESOLVED, That the City Administrator be authorized to take all necessary administrative actions to implement this resolution including the authority to approve change orders within the approved contingency; and

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the contract after approval as to substance by the City Administrator and approval as to form by the City Attorney.
