Title

Resolution to Determine Salaries of the Mayor and City Council Members (2017 Session)

Body

Whereas, The Commission has employed the following measures and process to determine the change in salaries:

The change in salaries is equal to the average of (1) the average annual percent change in CPI for the year 2016 and 2017 to date and (2) the average annual percent change in City nonunion employee compensation for the years 2016 and 2017.

The percent change in CPI from December 2015 to December 2016 is 2.1%. The percent change from December 2016 to August 2017 (the most current month for which the index is available) is 1.7%, resulting in a 1.9% average annual increase. The CPI used is the U.S. CPI-U (U.S.; all items; base 1982-1984 = 100; non-seasonally adjusted) published by the federal Bureau of Labor Statistics.

The percent change in City nonunion employee compensation for 2016 is 2.75% and for 2017 is 2.25%, resulting in a 2.5% average annual increase.

The average of the CPI and City nonunion compensation is therefore (1.9% + 2.5%) / 2 = 2.2%.
