Memorandum

The City of Ann Arbor has undertaken the design of the Stadium Boulevard Reconstruction Project from 200 feet east of Kipke Drive to 275 feet west of S. Main Street during the 2017 construction season.  The project was advertised and bid through MDOT in 2016.

 

As part of the project, and in conformance with the City’s Complete Streets Policy, on-street bike lanes and a new sidewalk along the south side of E. Stadium Boulevard were constructed as part of the project’s improvements.  In keeping with the requirements of Chapter 13 of the City Code, staff has prepared for your review and approval, the estimated costs of the sidewalk installation and distribution of the assessable portion of the costs therefor. 

 

The project has been funded, in part, with Federal STPU Funds. The federal funds will pay for up to 81.85% of the eligible, participating, construction costs.  These funds, however, cannot be used to fund the design or construction engineering, inspection, or material testing costs associated with the sidewalk construction.  The values below depict how the federal funds were used to offset the amount of the special assessment and how the values were calculated:

 

Total construction costs:  $32,219.27

Estimated engineering, testing, and inspection costs:  $13,854.29

Less Federal Participation (@81.85% of construction costs):  -$26,371.47

Total special assessment:  $19,702.09

 

Attached, please find Resolution No. 2, which establishes the estimated costs and distribution of the assessable costs. Also attached, please find the proposed Special Assessment roll for the project.  The City Assessor’s Office will be preparing and submitting Resolution No. 3, which establishes the date of the Public Hearing as required by City Code. 

 

As detailed in the memorandum that accompanied Resolution No. 1 for this work, during the negotiations with the adjacent property owner (Ann Arbor Golf and Outing), this special assessment was discussed and agreed upon by both parties. This resolution continues the formal process of approving this special assessment.

Whereas, Plans and specifications have been prepared for the new sidewalk construction described as follows;

 

Approximately 1,279.05 lineal feet of sidewalk fronting the Ann Arbor Golf and Outing parcel along E. Stadium Boulevard between Kipke Drive and S. Main Street; Sidewalk Special Assessment District No. 49.

 

Whereas, In accordance with Chapter 13 of City Code, the cost for the addition of new sidewalk is borne by the benefitting parcels; and

 

Whereas, The same has been presented to the City Council and examined and reviewed by the Council.

 

RESOLVED, That the plans, specifications, estimate of cost, and recommendations of the City Administrator for said improvement as filed with the City Clerk by the City Administrator and presented to Council be approved;

 

RESOLVED, That the City Council determine the cost of said improvements, including all incidentals, to be $46,073.56, and that of said total cost, the sum of $19,702.09, be paid by special assessment upon the property specially benefited and that a sum of $0.00 be paid by the City as City Share future recoverable (Land Outside the City);

 

RESOLVED, That, of the local share, $19,702.09 be paid by special assessment upon the properties specially benefitted;

 

RESOLVED, That the following described parcel of land be designated as constituting the special assessment district against which the cost of said improvement shall be assessed, or against which an improvement charge shall, pursuant to Chapter 13, Section 1:282, of the City Code be levied (see attached drawing);

 

RESOLVED, That the City Assessor be herby directed to prepare a special assessment roll in accordance with the foregoing determination of the City Council, and the file the same, together with his certificate attached thereto, with the City Clerk for presentation to the City Council; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
