Presentation AAHC/SOS Housing Choice Voucher Eviction Prevention Program

Memorandum

The Ann Arbor Housing Commission entered into a contract with SOS Community Centers to assist Housing Choice Voucher Program participants to maintain their housing and prevent evictions. The program is funded by Religious Action for Affordable Housing (RAAH), Coordinated Funding, and the Ann Arbor Housing Development Corporation as a 2-year PILOT program to fund a full-time Housing Support Coordinator.

The purpose of the program is to lower eviction rates and decrease homelessness by providing preventative services. SOS is providing several levels of services at multiple intervention points whether the tenant has literacy issues or is being evicted by their landlord.

The attached report from SOS is a review of the activities and successes of the first year. Sixty-seven tenants were referred to SOS between July 1, 2016 and June 30, 2017. Seven of the tenants did not end up needing SOS’s services. Seven tenants did end up losing their voucher and one of those tenants entered the local homeless system. All of the remaining 53 tenants were assisted by SOS and were able to retain their housing voucher.

AAHC staff recommend renewing the program if funding can be secured. The AAHC and SOS are reapplying for funding from Coordinated Funding and are looking at other resources for the program.
