Memorandum
To obtain a charitable gaming license under Michigan law, a nonprofit organization is required to submit a resolution from its local governing body recognizing it as a community-based organization.

The Ann Arbor Art Center is a non-profit organization located in downtown Ann Arbor. The Ann Arbor Art Center was founded in 1909 and provides the community with opportunities to engage in the visual arts through education, exhibition and exploration.
Annually, the Ann Arbor Art Center hosts WineFest, its largest fundraiser. In 2009, WineFest will be held at the Four Points Sheraton on May 16, 2009 and will be in celebration of the Art Center's 100-year anniversary.

Passage of the attached resolution will enable the Ann Arbor Art Center to further its fundraising efforts by permitting the organization to conduct two raffle drawings during its annual WineFest event. This resolution is required in order to obtain final approval from the Charitable Gaming Division of the Bureau of State Lottery for the event.

Whereas, P.A. 382 of 1972, as amended, requires that local civic nonprofit organizations be recognized by resolution adopted by the local governmental subdivision in which the organization conducts its principal activities and that a copy of said resolution be filed with any application for a license to conduct a bingo, raffle or charity game(s);
