Resolution to Approve the Purchase of 115 Streetlight Globe Fixtures from Caniff Electrical Supply ($212,175.00, ITB-4475)

Attached for your review and approval please find a resolution to authorize the purchase of 115 streetlight globe fixtures from Caniff Electrical Supply in the amount of $212,175.00. The streetlight globe fixtures will be installed as part of the Kerrytown Market and Liberty Streetlight Replacement Project.
Budget/Fiscal Impact
The total cost of the project includes the following
Streetlight Replacement: $ 789,672.00
Contingency: $ 78,967.00
Globe Resolution (ITB 4475): $ 212,175.00
Project Total: $1,080,814.00
The approved FY17 Capital Budget includes $720,000.00 for Kerrytown Street Lighting Replacement and the approved FY18 Capital Budget includes $225,000.00 for Liberty Street Lighting Replacement. Additionally, the Ann Arbor Downtown Development Authority (“DDA”) has agreed to contribute an estimated $150,000.00 of the construction cost of this project to enable the project to be fully funded. A written agreement with the DDA will be prepared.
Project Description
In anticipation of major upcoming streetlight replacement projects, the City and DDA staff worked together to select a standard downtown globe fixture that would be used in planned and future projects. The goals were to:
• Reduce long-term maintenance costs
• Improve maintenance operations by standardizing throughout downtown
• Meet safety and energy goals by selecting a globe that is smart lighting capable and meets or exceeds industry standards for color temperature, light levels, and energy efficiency.
• Select a globe that is aesthetically appropriate for downtown historic districts
Specifications for the globe fixture were prepared by the DDA and bid following City Procurement Unit standard procedures. Four bids were received and opened on March 10, 2017. The lowest responsible bid was from Caniff Electrical Supply in the amount of $1,845.00.00 per globe fixture. Attached is a summary of the bids received for the project.
For the upcoming Kerrytown and Liberty streetlight replacement project, staff is recommending the purchase of 115 globe fixtures from Caniff Electrical Supply in the amount of $212,175.00.
Caniff Electrical Supply complies with the requirements of the City’s non-discrimination ordinance.

Whereas, The DDA and City worked together to develop specifications for a standard downtown streetlight globe fixture;
Whereas, Competitive bids were received by the DDA on March 10, 2017 following standard City procedures and Caniff Electrical Supply was the lowest responsible bidder;
Whereas, The approved FY17 Capital Budget includes $720,000.00 for Kerrytown Street Lighting Replacement and the approved FY18 Capital Budget includes $225,000.00 for Liberty Street Lighting Replacement;
Whereas, The Ann Arbor Downtown Development Authority (“DDA”) has agreed to contribute an estimated $150,000.00 towards construction costs;
Whereas, It is now necessary to purchase 115 streetlight globe fixtures for the upcoming Kerrytown Market and Liberty Streetlight Replacement Project; and
Whereas, Caniff Electrical Supply has submitted all required Non-Discrimination and Conflict of Interest Disclosure forms and complies with the requirements of the City’s Non-Discrimination Ordinance.
RESOLVED, That City Council approves a purchase order to Caniff Electrical Supply in the amount of $212,175.00 for the purchase of 115 streetlight globe fixtures; and
RESOLVED, That the City Administrator be authorized to take necessary administrative actions to implement this resolution.
