Memorandum
Attached for your review and approval is a resolution to approve a Professional Services Agreement, in the amount of $270,511.00 with Tetra Tech, Inc. for environmental consulting services for the Ann Arbor Landfill Monitoring and Maintenance Program, beginning July 1, 2017 through June 30, 2019.

Budget/Fiscal Impact
Funds have been budgeted in the Approved FY18 Operation and Maintenance budget of the Solid Waste Fund. Funding for subsequent years will also be budgeted in the annual Solid Waste Fund Operations and Maintenance budget, if so approved by City Council. In addition, this resolution also authorizes the City Administrator to approve change orders to the Professional Services Agreement with Tetra Tech, Inc. up to the total of $297,511.00 Funding for this contingency is available in the Approved FY18 Operation and Maintenance budget of the Solid Waste Fund.

To satisfy the requirements of the Michigan Department of Environmental Quality (MDEQ), the groundwater and air in the vicinity of the Ann Arbor Landfill (AALF) must be sampled and analyzed quarterly. The current contract with Tetra Tech, Inc. for environmental monitoring and maintenance expires on June 30, 2017.

To select the most qualified environmental consulting firm to assist the City with the monitoring and maintenance of the Ann Arbor Landfill, a request for proposals was posted to the Michigan Inter-governmental Trade Network (MITN) BidNet(r) website. In response to our request, nine environmental consulting firms submitted proposals to perform the work. A selection committee, comprised of City staff reviewed and selected three firms to interview.
