Attached for your review and approval please find a resolution to award a construction contract to Corby Energy Services, Inc. in the amount of $789,672.00 for the Street Lighting Replacement - Kerrytown Market and Liberty Street Project.

 

Budget/Fiscal Impact

 

The total cost of the project includes the following

Streetlight Replacement:                                                               $ 789,672.00

Contingency:                                                                                     $  78,967.00

Globe Resolution (ITB 4475):                                          $ 212,175.00

Project Total:                                                                                                         $1,080,814.00

 

 

The approved FY17 Capital Budget includes $720,000.00 for Kerrytown Street Lighting Replacement and the FY18 approved Capital budget includes $225,000.00 for Liberty Street Lighting Replacement. Additionally, the Ann Arbor Downtown Development Authority (“DDA”) has agreed to contribute an estimated $150,000.00 of the construction cost of this project to enable the project to be fully funded. A written agreement with the DDA will be prepared.

 

Project Description

 

The Kerrytown and Liberty area streetlights have issues with pole stability, rusted bases and inaccessible panels.  Both locations have similar style fixtures used throughout the DDA in the 1980’s, which have reached the end of their useful life.  These two locations were identified for replacement both by staff and in a recently completed streetlight condition assessment.  The final scope of this replacement project includes 68 streetlights in the Kerrytown Market area and 21 streetlights on Liberty Street.

 

Plans and specifications for the project were bid through the City’s Procurement Unit.  Five bids were received and opened on May 5, 2017. The lowest responsible bid was from Corby Energy Services, Inc. in the amount of $789,672.00.  A summary of the bids is attached.

 

Staff is recommending award of a contract to Corby Energy Services, Inc. in the amount of $789,672.00, with an additional 10% ($78,967.00) for contingencies.  It is requested that the total $868,639.00 contract and contingency amount be approved for the life of the project without regard to fiscal year.

 

Corby Energy Services, Inc. complies with the requirements of the City’s non-discrimination, living wage and prevailing wage ordinances.

Body

Whereas, The existing streetlights in the Kerrytown and Liberty Street areas are in poor condition and in need of replacement;

 

Whereas, The approved FY17 Capital Budget includes $720,000.00 for Kerrytown Street Lighting Replacement and the approved FY18 Capital Budget includes $225,000.00 for Liberty Street Lighting Replacement;

 

Whereas, The Ann Arbor Downtown Development Authority (“DDA”) has agreed to contribute approximately $150,000.00 towards construction costs;

 

Whereas, The City of Ann Arbor received five bids for this work and Corby Energy Services, Inc. was the lowest responsible bidder with a submitted bid of $789,672.00;

 

Whereas, It is now necessary to enter into a Contract with Corby Energy Services, Inc. for this construction project; and

 

Whereas, Corby Energy Services, Inc. has submitted all required Non-Discrimination, Living Wage, and Conflict of Interest Disclosure forms and complies with the requirements of the City’s Non-Discrimination, Living Wage and Prevailing Wage Ordinances;

 

RESOLVED, That a construction contract with Corby Energy Services in the amount of $789,672.00 be approved for the construction of the Street Lighting Replacement - Kerrytown Market and Liberty Street Project;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said contract after approval as to form by the City Attorney, and approval as to substance by the City Administrator;

 

RESOLVED, That a contingency amount of $78,967.00 be established, and the City Administrator be authorized to approve change orders to the contract with Corby Energy Services, Inc. up to $78,967.00 in order to satisfactorily complete the project; and

 

RESOLVED, That the City Administrator be authorized to take necessary administrative actions to implement this resolution, including issuing temporary and permanent Traffic Control Orders and night work authorizations as required for the construction of the project.
