Attached for your consideration is a resolution to approve the closing of Catherine Street between Fourth Avenue and Main Street from Noon on Friday, August 4, 2017 to 12:00 AM on Sunday, August 6, 2017 for the OutFest Celebration.

OutFest is a weekend festival in Ann Arbor, Michigan to celebrate lesbian, gay bisexual, transgender, and queer identities, community, and allyship. Friday, August 4 through Sunday, August 6 will bring entertainment, community, vendor, fun and most importantly, pride. Activities on Sunday, August 6, 2017, are scheduled to take place at Wheeler Park.

This event moved to August in 2016 and, while successful in many aspects, there were many challenges in terms of impact to the participants in the Saturday Farmer's Market, as well as the existing businesses in the area. As a result of feedback gathered after last year's event, a meeting was held with multiple stakeholders including City Police, Fire, Parks, DDA, the Kerrytown District Association and others. The outcome of this very productive meeting was to make some changes including moving the street closure from Fourth Avenue to Catherine Street to minimize the direct impact to the businesses. The OutFest coordinators were also able to secure the use of the Washtenaw County parking lot, thus allowing for concurrent and adjacent activities for the Festival. Additionally, there will be signage directing customers to alternate parking.

The sponsor agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City regulations governing the use of the streets and will reimburse the City for all event expenses.

This event has been coordinated with all relevant City service areas for the purposes of control and for the protection of the health and safety of the participants and general public.
