Resolution to Approve Contract with Honeywell International, Inc., for Municipal Facility Energy Audits ($30,000.00)

Memorandum
Attached for your review and consideration is a resolution approving a contract with Honeywell International, Inc. ("Honeywell"), in the amount of $30,000.00 to perform energy audits in various City buildings and facilities.

Periodic building energy audits help evaluate facility energy consumption while identifying energy efficiency opportunities and renewable energy potential given improvements in relevant technologies over time. As utility rates for electricity also increase, identifying and ultimately implementing improvement projects can save facility and City expenses, while also advancing sustainability goals such as reduced greenhouse gas (GHG) emissions.

The City issued Request for Proposals (RFP) 17-07 in April 2017 for the procurement of a firm to perform energy audits (ASHRAE level II equivalent) at up to fourteen identified City facilities, representing approximately 152,000 square feet of floor area. In response to this RFP, seven (7) proposals were received. A review team consisting of staff from Systems Planning and Parks & Recreation reviewed the proposals and selected three (3) firms to be interviewed. Following this process, Honeywell was selected based on their work plan, professional qualifications, past experience and their competitive fees and pertinent expertise related to the type and breadth of facilities being evaluated.

The final energy audit evaluations will identify and distinguish the contributing energy demand loads among existing equipment and systems in a manner clearly indicating the proportionate usage among each as a share of the facility as a whole. Future implementation of suggested upgrades will be shared with relevant City personnel and departments to prioritize future capital project programming.
