Memorandum

Attached for your review and consideration for approval is a resolution to authorize the award of a contract with Carrigan Development, Inc. in the amount of $74,100.00 for construction of replacement water main on South Main Street between the Ann Arbor Railroad and Madison Street.

 

A private development project located at 615 South Main Street is obligated to construct replacement water main along South Main Street from East Mosely Street to West Madison Street in order to adequately supply water to the project site.  Staff identified an existing 139 foot section of 6” water main north of the Madison Street intersection currently connected to 12” water main at the Ann Arbor Railroad tracks.  The developer for The Residences at 615 South Main is obligated to replace existing 6” water main from their development to the existing 12” water main on West Madison Street.  In order to improve water pressure and system reliability on South Main Street, there is a need to replace the remaining 6” water main in South Main Street with new 12” water main.

 

The developer has contracted with Carrigan Development, Inc. to construct underground utilities for The Residences at 615 South Main. Utilizing Carrigan to perform the remaining water main work while they are mobilized to the site has been identified by staff as the most cost-effective means to complete the upsizing of the water main on South Main Street.

 

Staff is recommending award of a contract to Carrigan Development, Inc. in the amount of $74,100.00 for installation of 139 feet of 12” water main.

 

Budget Impact

Funding is available in the approved Water Supply Fund Capital budget.

 

Carrigan Development is in compliance with the requirements of the City’s Non-Discrimination and Living Wage ordinances.

Whereas, Carrigan Development, Inc. as the contractor for The Residences at 615 South Main development is reconstructing water main on South Main Street to serve the development;

 

Whereas, Staff identified the need to upsize 139 feet of 6” water main on South Main Street north of Madison Street to provide improved system reliability;

 

Whereas, The most cost-effective means of providing this water main upsizing is to construct it in conjunction with The Residences at 615 South Main development, rather than by competitive bid;

 

Whereas, Carrigan Development, Inc. has submitted a cost proposal to perform the work necessary to upsize this water main in the amount of $74,100.00;

 

Whereas, Funding is available in the approved Water Supply Fund Capital budget; and

 

Whereas, Carrigan Development, Inc. complies with the City’s Non-Discrimination and Living Wage ordinances;

 

RESOLVED, That Council approve the award of a contract with Carrigan Development, Inc. for $74,100.00;

 

RESOLVED, That a contract contingency amount of $7,400.00 be established within the project budget and that the City Administrator be authorized to approve additional change orders to the construction contract with Carrigan Development, Inc. not to exceed $7,400.00 in order to satisfactorily complete this project;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said contract after approval as to form by the City Attorney, and approval as to substance by the City Administrator; and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
