Memorandum
Attached for your review and approval the final balancing change order to the Construction Contract with Doan Construction Company (Bid No. 4417) for the 2016 Ramp & Sidewalk Repair Project.

Budget Impact
The project is funded from the Street Resurfacing and Sidewalk Repair Millage fund. The original construction contract approved by City Council on April 4, 2016 (R-16-121). Change Order No. 1 was approved by City Council on November 16, 2016 (R-16-419) for an additional $800,000.00 The attached final balancing Change Order No. 2 in the amount of $88,863.56 increases the total authorized amount to $2,537,692.56.

The Project repaired deficient sidewalks in approximately 20% of the City in 2016, as part of the final year of the 5-year program to perform repairs on the City's entire sidewalk system. In addition to sidewalk repairs, the project also includes the continued replacement of sidewalk curb ramps to meet the requirements of the Americans with Disabilities Act (ADA) as required by our Consent Decree.

The Ramp & Sidewalk Repair Project is created as a unit price contract with the understanding that the actual construction quantities will vary due to the nature of the work. Quantities of work for are based solely on estimates made at the beginning of the construction season, but field conditions determine the actual amount of work needed, which was greater than anticipated for the 2016 work areas. This increase in authorized quantities provides an opportunity to complete sidewalk repairs and install required ADA compliant ramps in all of the neighborhoods included in this year's work areas.

Doan Construction Company complies with the City's Non-Discrimination and Living Wage Ordinances.
