Resolution to Award a Construction Contract to Scodeller Construction, Inc. for the 2017 Street Crack Treatment Project (ITB No. 4476; $378,393.20)

Memorandum

Attached for your review and consideration for approval, please find a resolution to authorize the award of a construction contract to Scodeller Construction, Inc. in the amount of $378,393.20 for the sealing of cracks on various major and local streets located throughout the City.

 

Scope and Schedule

This project consists of crack sealing approximately twelve miles of major streets and twenty-two miles of local streets throughout the city to help maintain the pavement and preserve them in good condition.  Attached for reference are respective lists for each phase of the project showing the proposed major and local street locations. The current construction schedule is for work to begin in mid-May and be complete by June 30, 2018, or sooner. The Contractor will provide an exact schedule for each project phase, as required, to coordinate with planned City and other events, such as Art Fair, U of M home football games, holiday periods, and other construction projects.

 

Bidding

The City advertised the proposed work for bid on its procurement webpage and on the Michigan Inter-governmental Trade Network (MITN) website with the bidding documents being available to interested contractors.  Staff received two bids and opened them on March 29, 2017. The lowest responsible bid was received from Scodeller Construction, Inc. for $378,393.20, which is 3.2% higher than the Engineer's Estimate of $366,736.30.  Attached is a summary of the bids.

 

Budget/Fiscal Impact

The Street Crack Treatment - 2017 project includes the costs listed below together with estimated FY 2017 and FY 2018 revenues from funding sources shown.

This work is included in the adopted FY 2017 and proposed FY 2018 budgets. The project includes the planned annual program. It will have no additional operational impacts.

 

Maintenance of Traffic

For all the streets, the contract requires maintaining local access including that to driveways and side streets throughout the duration of construction.  On major streets, the contract requires maintaining traffic utilizing lane closures and traffic shifts, or flag control.  On local streets, the Contractor will utilize part width construction and a moving work zone operation with flag control to maintain traffic.

 

Public Outreach

The Contractor, working with staff, will provide advance construction notice to residents and business owners affected by this project.  The City will notify the public of any temporary traffic control impacts on major streets.

 

Scodeller Construction, Inc. complies with the City of Ann Arbor Non-Discrimination and Living Wage Ordinances.

Whereas, The approved FY 2017 and proposed FY 2018 capital budgets for the Street, Bridge, and Sidewalk Millage and operating budgets for the Major Street Fund include funding for the Street Crack Treatment - 2017 project;

 

Whereas, The 2017 Street Crack Treatment - 2017 project consists of crack sealing approximately twelve miles of major streets and twenty-two miles of minor (local) streets located throughout the City;

 

Whereas, The Street Crack Treatment - 2017 project is necessary to maintain and preserve streets in good condition within the City of Ann Arbor;

 

Whereas, The City’s Procurement Office received competitive bids on Wednesday, March 29, 2017, and Scodeller Construction, Inc. was the lowest responsible bidder at $378,393.20;

 

Whereas, The contract proposal sets forth the services to be performed by said company, and the payments to be made by the City therefor, all of which are agreeable to the City;

 

Whereas, It is now necessary to enter into a Contract with said company for said construction project; and

 

Whereas, Scodeller Construction, Inc. complies with the City of Ann Arbor Non-Discrimination and Living Wage Ordinances.

 

RESOLVED, That a contract in the amount of $378,393.20 be awarded to Scodeller Construction, Inc. for the construction of the Street Crack Treatment - 2017 project; with the FY 18 work contingent upon the approval of the proposed FY 18 budget by City Council;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said contract after approval as to form by the City Attorney and approval as to substance by the City Administrator;

 

RESOLVED, That a contingency amount of $37,500.00 be established within the project budget and that the City Administrator be authorized to approve additional change orders to the construction contract with Scodeller Construction, Inc., not to exceed $37,500.00 in order to satisfactorily complete this project; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
