Memorandum

Attached for your review and action is a resolution to approve a $65,000.00 contract with Grunwell Cashero Co. to renovate the exterior finish of the Fuller Park pool buildings.

 

Budget/Fiscal Impact:  Funding is available in the approved FY2017 Park Maintenance and Capital Improvement Millage budget and from a developer contribution.

 

The City has been making improvements to existing recreation facilities to protect infrastructure. The exterior finish, similar to stucco, is in disrepair, with cracks that have worsened over time. The buildings were last renovated in 1996. The finish is not only unsightly, but could cause further damage to the structure if not repaired. The buildings would also be painted to cover the stucco patching and approve the appearance.

 

Recreation infrastructure repairs are identified in the CIP and PROS plan as park priorities. The project meets multiple Sustainability Goals, including Sustainable Systems.

 

Three bids were received by the City for this project:

 

Grunwell-Cashero Co.                     $65,000.00*

D.C. Byers Co.                     $90,450.00**

Trisco Construction Services, LLC                     $112,647.00

 

*Lowest responsible bidder

** Submitted an incomplete bid

 

Staff is recommending awarding a contract to Grunwell-Cashero Co. in the amount of $65,000.00 for improvements to the Fuller Park pool structures exterior finish repair and restoration. A 10% construction contingency ($6,500.00) is requested to cover potential contract change orders to be approved by the City Administrator.  It is requested that a $71,500.00 contract and contingency amount be approved for the life of the project without regard to fiscal year.

 

The Park Advisory Commission recommended approval of this contract at their April 18, 2017 meeting.

Whereas, The exterior finish of the Fuller Park pool structures is in disrepair and in need of restoration, 

 

Whereas, The Parks and Recreation Open Space Plan recommends infrastructure improvements for recreation facilities that are in need of repair;  

 

Whereas, The Park Advisory Commission recommended approval of this contract at their April 18, 2017 meeting;

 

Whereas, Competitive bids were received by Purchasing on March 20, 2017; and

 

Whereas, Grunwell-Cashero Co. submitted the lowest responsive bid;

 

RESOLVED, That City Council approve a contract with Grunwell-Cashero Co. to renovate the structures at Fuller Park, and approve a construction contingency of $6,500.00 (10%) to cover potential contract change orders for a total contract amount of $71,500.00 for the life of the project without regard to fiscal year;

 

RESOLVED, That the City Administrator is authorized to take all necessary administrative actions to implement this resolution including the authority to approve change orders within the approved contingency; and

 

RESOLVED, That the Mayor and City Clerk are authorized and directed to execute the contract after approval as to substance by the City Administrator and approval as to form by the City Attorney.
