Memorandum

The attached resolution for review and consideration authorizes Amendment No. 1 to the Professional Services Agreement with WSP Parsons Brinckerhoff Michigan, Inc. (PB) for the South State Street Transportation Corridor and Conceptual Engineering Design Project. 

 

In August 2014, the City entered into an agreement with PB for professional engineering and public engagement services for the South State Street Transportation Corridor and Conceptual Engineering Design Project in the amount of $299,911.54 after approval by City Council in June 2014 (Resolution R-14-183).  In the course of this project, the City has requested additional work by PB to support a scope that includes conducting further analysis of several sub-alternatives leading to nomination of a preferred alternative and preparing a complete set of conceptual design files for the South State Street Corridor.  The original scope of work only included traffic analysis for the “preferred alternative”. In order to complete the project with this additional professional engineering and its associated public engagement services, this amendment is needed which would bring the total services amount with PB to $365,198.50.

 

The $65,286.96 of additional work is proposed to be funded by the General Fund fund balance as this study has been funded from the General Fund.

Whereas, The City desires to add additional services to the original contract scope with WSP Parsons Brinckerhoff Michigan, Inc., (PB) as necessary to best address the project goals;

 

Whereas, Additional conceptual design and public engagement services are required to complete the South State Street Transportation Corridor and Conceptual Engineering Design in accordance with City directions;

 

Whereas, PB complies with the requirements of the non-discrimination and Living Wage Ordinances; and

 

Whereas, Funding for this amendment is available in fund balance of the FY 2017 General Fund to complete this effort.

 

RESOLVED, That the existing project budget in the General Capital Project Fund be increased by $65,287.00 with the source of funding being an appropriation from the General Fund fund balance for the South State Street Transportation Corridor and Conceptual Engineering Design project to fiscal year to fund the necessary expenditures for the purpose of advancing the South State Street Transportation Corridor and Conceptual Engineering Design;

 

RESOLVED, That Amendment No. 1 to the Agreement for Professional Services with PB for Conceptual Design Engineering Services and Public Engagement for the South State Street Transportation Corridor and Conceptual Engineering Design Project in the amount of $65,286.96 be approved;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to form by the City Attorney and approval as to substance by the City Administrator; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
