Resolution to Approve Agreement with The Regents of the University of Michigan for Municipal Parking Citation Processing, Collections and Record Management Services
Memorandum
Attached for your review and approval is a resolution to approve a contract with The Regents of the University of Michigan (the University) for parking citation processing, collection and record management services.

In 2007, the City and the University executed a similar contract for parking citation processing, collection and record management services, through which the City provides service to the University. The University compensates the City by providing funds to offset the expense for one of the City’s two Parking Referees and overhead costs. Staff time of Treasury, Customer Service and Attorney staff, as well as information technology and cost allocation plan expenditures are included in the overhead calculations. The two year contract for services expires December 31, 2008.

The new contract takes effect January 1, 2009 and expires December 31, 2011, with an option for a two year extension, concurrent with the Complus Data Innovations contract for parking citation processing.

Approval of the amendment is recommended.

Whereas, The City’s services to the The Regents of the University of Michigan under the terms of the current contract expire December 31, 2008;
