Memorandum

Attached for your review and approval is a resolution approving a professional services agreement with OHM Advisors in the amount of $143,296.00 for streetlight condition assessment.

 

The City currently owns and maintains approximately 2,300 streetlights. This project aims to inspect the estimated 2,100 standalone streetlights that are not attached to traffic signal infrastructure.  Priority for assessment will be given to streetlights that are more than ten years old. 

 

The project will require the consultant to gather condition information on each element of the streetlights. Information gathered will be utilized to improve maintenance activities and prioritize a replacement program.  This condition assessment is necessary to effectively develop the overall streetlight asset management program.

 

The City issued a Request for Proposals (RFP No. 983) for professional services to complete the streetlight condition assessment.  A total of ten proposals were received and a selection committee comprised of City staff reviewed all of the proposals.  The top two consultant teams were selected for follow-up presentations and interviews.  Following the interviews, OHM Advisors was selected by the committee based on their professional qualifications, detailed inspection and data management plan, and their competitive fee schedule.

 

OHM Advisors complies with the City of Ann Arbor’s Non-Discrimination and Living Wage Ordinances.

 

Budget/Fiscal Impact

 

Funding for this project is included in the in the approved Public Works FY17 General Fund, Street Lighting budget.

Whereas, Professional consulting services are needed to complete a condition assessment of the City’s street lighting infrastructure;

 

Whereas, The City issued a Request for Proposals, RFP 983, to identify consultants to perform a comprehensive streetlight condition assessment;

 

Whereas, Proposals were received by the Procurement Unit on October 27, 2016 and OHM Advisors of Livonia, Michigan was selected as most qualified to perform the work identified in RFP-983;

 

Whereas, Funding for this project is included the approved Public Works FY17 General Fund, Street Lighting budget;

 

Whereas, It is now necessary to enter into an agreement with OHM Advisors for the professional services associated with the project; and

 

Whereas, OHM Advisors complies with the requirements of the City’s Non-Discrimination and Living Wage Ordinances;

 

RESOLVED, That Council approve a Professional Services Agreement with OHM Advisors in the amount of $143,296.00 for Streetlight Condition Assessment;

 

RESOLVED, That the City Administrator be authorized to approve amendments to the professional services agreement up to $14,329.00, in order to satisfactorily complete the condition assessment;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said contract after approval as to form by the City Attorney, and approval as to substance by the City Administrator; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
