Memorandum

Attached for your review and consideration for approval, please find a change order to the construction contract with Cadillac Asphalt, LLC in the amount of $285,002.24 for the 2015 Street Resurfacing Project.  This change order balances the quantities for original contract pay items to reflect those actually utilized during construction, and also includes the addition of several extra pay items of work to address several immediate needs identified during construction, which altogether were required to satisfactorily complete the project.

 

The 2015 Street Resurfacing Project is project initially included the resurfacing of nine major streets and fifteen local streets located throughout the City; however, as work progressed several additional needs were identified, which together with contract omissions and complications encountered during construction led to an increase in the project cost.  Those items of significance are described further below.

 

                     Packard Road (Hikone to Rosedale): This was added work that included removal and replacement of 1-1/2 inches of the existing asphalt pavement to address poor surface conditions and tie together resurfacing work completed in 2014 on either side of this segment to provide an improved and more uniform pavement along Packard Road between Eisenhower Parkway and Platt Road.

 

                     Scio Church Road (S Seventh St to S Main St): This section of roadway will be utilized as part of the detour route for the 2017 Stadium Boulevard reconstruction project.  This was added work that included minor asphalt patching of the existing pavement to address areas in the poorest condition in order to better accommodate detour traffic.

 

                     Lawrence Street (N. Division to N. State): During construction it was discovered that the existing underlying concrete base pavement was connected integrally with the existing curb.  Additional contract work was required to remove this pavement in conjunction with removal/replacement of the existing curb.

 

                     Pepper Pike Street/Burgundy Road/Vintage Valley Road: During construction areas of poor soil conditions were discovered beneath the existing pavement on these streets that was not revealed by the soil borings.  Additional subgrade undercutting was required to remove these soft soils and replace them with more suitable material.

 

                     Wilton Street (Linwood Ave to Arborview Blvd): Resurfacing of this street was added to the project in conjunction with that already included on two adjacent streets (Linwood Ave and Brierwood St) due to its extremely poor condition and relatively short length. 

 

                     Linwood Street (Wildwood to Revena):  The easterly limit of this project location was extended approximately 700 feet to capture the block between Wildwood (original limit) and Revena and address a rapidly deteriorating pavement condition.

 

                     Dhu Varren Road (Ann Arbor Railroad to Nixon Rd): Additional work was required, which included the placement of additional aggregate shoulder material, relocation of an existing edge drain, and HMA wedging to address a depression in a residential driveway.

 

                     South Forest Avenue (Granger Ave to Wells St): This was planned traffic calming work that was added work added to the project after the contract was bid.

 

                     Eisenhower Parkway (Ann Arbor-Saline to Boardwalk):  During construction complications arose related to the stability of the subgrade soils and their saturated condition due to heavy use of irrigation systems in the area. Failed base/pavement areas were removed, and additional aggregate base material was placed along with additional asphalt to provide increased support.

 

Budget Impact

The FY 2015-2020 Capital Improvements Plan (CIP) included the Annual Street Resurfacing Program for City Major and Minor (Local) Streets, which encompassed the 2015 Street Resurfacing Project. Funding for this project is provided through the approved Street Resurfacing and Sidewalk Repair Millage capital budget.

 

On April 20, 2015, City Council approved a resolution (R-15-132) to award a construction contract to Cadillac Asphalt, LLC in the amount of $5,500,025.00 including a $550,000.00 contingency. Change Order No. 1 utilized $549,997.76 of the contingency and increased the authorized contract amount to $6,050,022.76. Change Order No. 2 will utilize the balance of the contingency ($2.24) and increase the authorized contract amount by $285,002.24 for a final total of $6,335,025.00. Approval of Change Order No. 2 will allow for payment of the outstanding completed extra work.

 

Funding for this work will be paid for from the Street Resurfacing and Sidewalk Repair Millage.

 

Cadillac Asphalt, LLC complies with the City’s Non-Discrimination and Living Wage Ordinances.

Whereas, Contract omissions and complications encountered during construction together with several additional and immediate needs identified as work progressed were required to satisfactorily complete the project;

 

Whereas, The construction complications, and additional needs led to a considerable increase in the project cost;

 

Whereas, Funds are available in the approved Street Resurfacing and Sidewalk Repair Millage capital budget; and

 

Whereas, Cadillac Asphalt, LLC complies with the City’s Non-Discrimination and Living Wage Ordinances.

 

RESOLVED, That Change Order No. 2 to the construction contract with Cadillac Asphalt, LLC for the 2015 Street Resurfacing Project be approved in the amount of $285,002.24 for additional work required by the contract; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
