Resolution Recommending a Nomination and Administrative Actions to the Downtown Area Citizens Advisory Council

Whereas, It is required under the Michigan Downtown Development Authority ("DDA") Act that an advisory development area citizens council be established in connection with the Ann Arbor DDA and that the council have at least nine members;
Whereas, The Downtown Area Citizens Advisory Council ("CAC") serves as the development area citizens council for the Ann Arbor DDA, whose statutory role include being periodically consulted and advised by a DDA representative regarding aspects of the development plan, with such consultation continuing throughout the preparation and implementation of the development or TIF plan;
Whereas, A set of bylaws is important for fulfillment of any public entity's prescribed function, but the CAC does not have a set of bylaws;
RESOLVED, That the Mayor be requested to nominate a ninth member of the CAC from the DDA area with all possible haste, by appealing to City Councilmembers, staff, social networks and any other suitable resources to round out the membership of the CAC so that it represents as broad a set of residents of the DDA area as possible;
RESOLVED, That the City Council direct the City administrator in his capacity as a member of the DDA Board take reasonable steps to ensure that the DDA provides the CAC with technical assistance and information relevant to its statutory advisory role, including following documents: (1) the DDA Act, with the sections highlighted pertaining to the CAC's function, the required elements of the TIF Plan and the required elements of the Development Plan; (2) current Ann Arbor DDA TIF Plan; (3) current Ann Arbor DDA Development Plan; (4) 1982 TIF/Development Plan;
RESOLVED, That the City Council hereby requests that the CAC address at the earliest possible opportunity the creation of bylaws that will help the CAC to perform its statutory advisory responsibilities...
